reporter: the l.a. homeless services authority provides shelters and other housing services for the city's homeless. but it faces an uphill battle. the authority's communications director says thatat's down toa lack of political will. tom: there is just not enough housing that people who are on the lower end of the socio-economic scalele -- and n some cases have no assets whatsoever -- can access. and unfortunately, it's overwhelmed the other aspects of the system, shelter in particular, and rapid re-housing. reporter: in november of 2016, l.a. residents voted to raise property taxes, with proceeds going to help the city create more affordable housing. the goal is to build about 10,000 residential units over the next decade. but there are almost six times that many homeless in the county. we visit the midnight mission in downtown los angeles. joey: this is our program participant dining hall, so people that live here in our various programs will eat here. reporter: the organization has been around for a

teachers in l.a. are underpaid and are now on the verge of strike, as you'll may know, and the transfer of tax dollars to charter schools to even more charter schools will only exacerbates the problem for the traditional public schools. at the same time, many of the decisions that the lausd be being made by a new broads superintendent, a hand named voss citizen. he is an ex-hedge fund guy no education experience, and after he was a hedge fund guy and become he became super he was the publisher of "the los angeles times" in which role he secretaried $800,000 from the broads foundation to help support "the los angeles times'" education coverage. i'll pause there for a moment so you can sort of absorb the conflict of interest there. right? so, when austin was pointed "the los angeles times" wrote this editorial and i won't read the whole thing, just an excerpt. some people, maybe a lot of people, will see the appoint. of austin as a victory for charter school support hes and a loss for the teachers union

when he was appointed the "l.a. times" wrote this editorial. some people, maybe a lot of people will see the appointment of austin whitener as if it ture for charter schools. he certainly has ties to charter schools and a close relationship with a billionaire. this was not the first time he had hoped to put his man in place. in 2011 he had hand selected john d.c. as superintendent and john d.c. had worked at the gates foundation before becoming superintendent. he was appointed with the expectation that the charter school system but he was forced to resign in 2014 when he decided he would use $1.3 billion to school construction bond fund money that was supposed to go for shoring up crumbling school at the structure to buy ipads. at the time when geise was forced out he wrote this about geise. geise's worst resignation angered a lot of people probably nobody more than himself. geise has doubled down on his relationship joining the foundation of residents and leaving many to speculate that they are gearing up for an aggressive campaign to change t
