in the city of l.a., -- in the city of l.a. there are four in the city of san francisco for reporting requirements. recently, in the month of april, actually, the city of l.a. increase its contribution limits. two months ago, they were lower than san francisco. now they are higher. for city council and controller and city attorney's office in l.a., the limit is $3,400. it is $1,500 for the mayor's office. both of those are higher here. that could be interpreted in different ways, of course. one of the ideas that the ethics commission communicated with that they wanted to offset some of the infinite expenditure entities and their contributions by allowing individuals to make higher contributions. reporting requirements are lower in l.a. and they are here. every thousand dollars worth of expenditures have to be reported within -- i believe it is 24 hours. the threshold or the trigger for reporting requirements by the same entities is $1,000. another difference is in l.a., those reports have to include all contributors to the indep

and he has been involved in public safety for a number of years and doing very momably serving the l.a. city attorney as well as his current position. actually, for me this has been a journey, it's not like a light switch went on yesterday. i have been involved in public safety for about 30 years. i have seen the war on drugs from the ground up. i have seen it as a police officer, young police officer walking, foot beat in south central and east l.a. i saw the revolving door, the impact that that revolving door was having in many communities and as i rose through the ranks, i began to take a different look at the way we dealt with crime and the way we dealt with public safety and as i evolved throughout the years, i came to the conclusion that what we had been doing with the war on drugs was leading us in the wrong direction. the impact that it had and not only in communities -- quite frankly in our entire community was creating a situation which doesn't necessarily make us any safer and frankly, i think we have criminalized an area i think should be really looked upon as a health issue more

there are 40 cities in california that currently have some form of gross receipts tax, including l.a. and oakland, which are comparable high tax city's. and they are able to administer the tax. we can use them as examples. the third criteria is stability. from a budget and tax policy standpoint, better have a stable revenue source said they can ensure the continued services. we have found the payroll tax is extremely volatile. we believe the gross receipts taxes point to much more stable -- additionally, we will have a standard gross receipts tax. and the last criteria will give us ways to a body weight your tax system based on at wettability. currently, the taxes are paid by less than 10% of businesses. this would double to about 20% of businesses. part of that would be proprietors and full partnerships. you could be a law firm with two employees and making over $2 million and not see any tax burden. under the gross receipts alternative, we would be capturing that. the other place we are capturing new players is a federal enclaves. i'll be happy to take any questions at this point. >

l.a. and new york city called middle america, where we live. many of the indian reservations are in middle america. we have much land, a lot of poverty. one of the things that i like to remind audience, is the american indians are the only ones mentioned in article 6 of the united states constitution where, in fact, the quote is to honor all treaties made by this government and the united states of america. so, when we go to washington, d.c., and we're always in washington, d.c. trying to get one more penny for health care, one more penny for education. the question arises, if we are mentioned in the constitution of this country's founding documents, why are we always hustling around trying to get more money to address the poverty in our communities? the other thing i want to be very clear is that we have at this point, that the majority of the women who work in tribal communities are women. and most of them are college graduates in our tribal community are women. many of the positions held in our tribal communities, whether they be principals,

l.a. and some other cities with contracts. to your knowledge, do they impose a similar kind of property assessment limitation? >> san diego does not have a limitation, but los angeles does. commissioner sugaya: just to argue for no limitation, it seems to me that starting from the proposal in front of us, $1.5 million seems to be awfully low to me. to start there, and i think people will read that number and become discouraged, even though that they know there is an exemption. if you say there is an exemption, that means more paperwork, more consulting work, and whatever. just taking a look at the checklist that is currently used, and in our experience since the office i work with has one of five mills act contracts in the city, a bush street. we noted that experience and assisting others in the process, there are requirements that are currently composed and i assume continue to be there, like the historic structures report. you have repair, rehabilitation, and maintenance plans. you have to have site plans and photographs. fo
