to ask you about the significance of the fbi taking over, because even last night at 1:30 this morning when i was watching, the fbi assistant director from the l.a. office hung back and let the local policehief lead the way. but now the fbi is in charge. what did they decide in terms of the relative aspects of workplace versus possible terror that made the fbi take the case? >> first, let me say that the local police there did an unbelievable job. when you see the video and you hear the reporting of their response to this, it was phenomenal. what the fbi does in a case of an active shooter is they are going to provide support. the fbi has a lot of resources, some intelligence capabilities and they are going to assist state and locals. at this point, the fbi has now taken the lead, to me that's indicative that this is leaning towards terrorism. there may be intelligence that they have collected that's not been publicized yet but that they have made a determination that this is tied to a terrorist incident. the state and locals will still be involved. it's a collaborative effort. the joint terrorism task force will be the lead investigative agency here an

l.a. office first, it was declared that this is an act of terrorism, the director himself this afternoon from washington reiterating that point. bill gavin, how important is it that the fbi unusually for it declare it to be an act of terrorism this early in the investigation? >> well, i think, lou, you and bobby and i all agree that this was a terrorist act to begin with. the bottom line is that the bureau has to do what they have to do in terms of supporting that contention, obtaining the evidence, obtaining all of the linkages to show that it was, in fact terrorism. they did that today. it's going to -- i think it's going to slowly evolve as well. you've seen that the director made two statements today. one he said it was an inspiration on the part of terrorists who recruit and radicalize one of the terrorists. this is going to evolve, i think, into the direction to do these acts somewhere down the line. he also said, and this was an important factor, too. we're doing all that needs to be done here and overseas. that will show you where the mind-set is in bringing this to the conclusion, i think, that we're going to have more involved than the two people acting individ

of this sort. well, now apparently according to the fbi, that is exactly what it appears we have had here. the assistant director for the l.a. office bowdich saying we are now investigating these horrific acts as an act of terrorism. what they are saying is that they have uncovered some digital evidence, some of it was the two murderers tried to destroy including two cell phones in a trash can which were crushed. they were able to retain and exploit some of the data on there. going on to say they're working with their foreign counterparts on this. that at least one of the two killers was in telephonic communication with known entities. however, what they cannot say is if these two killers were directed by isis or al qaeda or if they were inspired by one of those groups. the fbi is very much aware of the facebook page posted by the female in this case, tashfeen malik expressing her allegiance to the head of isis shortly before the killings and the shootings took place but they are not sure if that means isis was involved or if isis even knew they existed. the fbi didn't know they existed it appears. reuters is reporting that police
