>>reporter: clean up continues before the repair can begin along mountain view drive in lafayette. one day after steady downpour ripped away a huge section of the roadway that runs over a creek. jeffrey lives cross by but didn't get tout see his neighborhood newest feature until today. >> my gosh. i live right up vat street and i didn't know. >>reporter: city of lafayette predict may not be until spring before this section of roadway is completely repaired. first order of business is stopping the flow of water before the next rain move in. >> all but one water line has now been addressed. still one water line that needs to be to be fixed or shut off. and so that's what we concentrate on today. >>reporter: in the mean time those who live here will probably have to get used to the sight of the sink hell and all the truck and equipment that has moved in to repair it.

it happened yesterday on mountain view drive at lafayette creek. ktvu alex savidge has been there since 4:30. it's pretty big isn't it? >> reporter: it's a big sink hole. it could take several months to rebuild this roadway that collapsed yesterday. crews will be back here later on to get back to work. they will be using this heavy equipment to excavate the sink hole and try to dig debris out of the hole. it flooded from heavy rain yesterday. in the afternoon the soil just eroded and that is when the pavement out here gave way. utility lines under ground were impacted as well. gas line had to be capped immediately and crews had to create a sewer bypass to keep waste water from run into the creek. there was also a 12-inch water main that came close to rupturing. but it ended up staying intact in the end. now the cause of the collapse the pipe that diverts creek water under the roadway got backed up during the storm. >> number of logs. whole bunch of degree from upstream came down the creek. plugged the culvert. water had nowhere to go but over the t

work is ongoing to fix the gaping hole in a road in lafayette. a portion of mountain view drive caved in during the storm over the weekend and now residents going to deal with a lot of construction activity probably for months to come. cbs 5 reporter elissa harrington is in lafayette to show us the status of some of the repair work. good morning. >> reporter: good morning. behind me is some of that heavy equipment being used to repair the road and as you can imagine there is a lot of work to be done. east bay m.u.d., pg&e, sanitation crews and city official have all been out here to the scene of this giant sinkhole. so far they have been clearing debris while making sure residents can still get gas and water service. those lines were damaged. they have had to temporarily run some of the lines above ground. this sinkhole is 80 feet long, 40 feet wide and 15 feet deep. it opened up on sunday following some heavy rains and the lafayette creek which runs under part of the road flooded eroded the ground and caused it to fall. the next storm, however,

that includes lafayette where a big sink -- in now that is big. a sink hole opened up on mountain view drive. this is a 20-foot sink hole. the road just collapsed after the culvert that diverts creek water under the road clogged up with debris. cracked the sidewalk and then the road collapsed. and then making matters worse water, sewage, and gas lines are all under that collapsed road. repair crews will be working to fix it all today. then the culvert has to be replaced. reportedly a new bridge will not be built until next spring. >>> this morning people who live in napa county are still keeping a close eye on the napa river but there is good news. the river is expected to stay below flood stage. still several feet of water are covering a peach orchard on deer park road. >> it looks like we got off pretty easy. we have some flooded vineyards and things like that. and just some washed out driveways. >> mount st. helena was one of the hardest hit areas with four inches of rain in 24 hours. >>> 2200 people still don't have power in the greater bay ar

one of the biggest is a large sinkhole on mountain view drive in lafayette. cbs 5 reporter elissa harrington explains it's a road hazard as well as a health and safety issue. elissa? >> yeah, good morning. this is some of the most extreme storm damage we have seen. a 20-foot sinkhole that opened in the lafayette neighborhood that's right near the downtown. and look how close it got to some homes. it's practically in this house's front yard. now, this happened yesterday afternoon following some heavy rain. the storm overflowed a creek which then saturated the ground. that eroded the street and caused part of it to suddenly drop. nobody was hurt, but that sinkhole is just steps away from homes and it's caused some very big hazards. the sinkhole's blocking two lanes but also put pressure on a water main so some homes had their water cut off last night. at least one house was without gas. pg&e and city trucks as well as sanitation crews are on scene this morning for what's going to be a very long day of clean- up and back live, i want to show you a few things. ov

they're in walnut creek, clayton, martinez and lafayette. closures could potentially mean waiting longer in a emergency. >> reporter: kelly's teenage son narrowly escapes the flames when a fire beg your pardon their home in the ground. firefighters from her nearby station arrived in minutes. dousing the flames. >> it was a fast burning fire. and the way that the flames were going my fear was it would take another home. >> reporter: the next fire in her town will be worse. today the board of supervisors voted to shutter four fire stations including the only one in clayton to say $3 million. it means a lot of people who live in this area will go from having a fire station seconds away to mile ace way. we outed a camera and timed our drive to the nearest fire station. it took us 8:12 to arrive at fire station 223.5-mile ace way. that's obviously a bit longer man it would take a fire truck to make that same trip, but still people who live in this area say those crucial extra minutes count difference between life and death. >> every minute counts

>> reporter: interestingly, it is lafayette's new mayor. he lives just a few feet from where the sinkhole was. however, he says he did not fast track the project. either way, by the time crews got finished with it, they had done it in nine days flight. it officially reopened at noon today. and you'd never know there was a sinkhole there that was 80 by 40 feet and 15 feet deep. the road collapsed in heavy rain when the drainage system underneath was overwhelmed by floodwaters. originally there were estimates that the work could go into the spring. but they brought in emergency workers and worked around the clock, finishing before christmas day. >> that's great, because this rain is coming now. it could be another major storm, you know. so far, it just sprinkles. but it could develop. and it would be nice to have a culvert that can handle the situation. and that one will. everything is clean. there's no debris that came down. so we're in good shape. >> reporter: interestingly, the construction did block off the mayor's driveway throughout the

alex savidge joins us from lafayette where the storm created a huge sink hole. alex. >> reporter: it will likely take months before we finally rebuild this roadway that collapsed out here yesterday. crews will begin later on this morning using an excavator so they can dig out debris from this creek and eventually secure this sink hole. that is the ultimate goal in the coming days. heavy rain over the weekend. overflowed this creek that runs underneath mountain view drive. the pictures are impressive. the problem here was the culvert they clogged with debris. under ground utilities were compromised in the collapse. a gas line was capped right away and crews were able to create a sewer bypass to keep waste from going into the creek. for a short time the biggest challenge was dealing with the 12-inch water main that is connected to a large tank just uphill. >> if that one does break if it breaks it all the way through there will be a million gallons of water coming from that tank on the hill. >> reporter: if that water line broken, the neighborhood would have been

when i read that i had single handedly stopped the project at lafayette park using c-e-q-a, i actually aired my complaints when the city began construction as the park with no building permits. and i aired those complaints down the hall with the people who handle building permits. they really didn't have much to do with c-e-q-a at all. but it does raise the question about should a person be allowed to say something if they think something is wrong and what should the notice process be. and, in fact, c-e-q-a is not designed so that the state provides notice to people. it's specifically that the enforcement of c-e-q-a as well as the notification would be handled locally. and what we have here is an effort to change things such that it would be very hard on people to know what's happening. another issue that has come up several times is the raised level of proof to substantial evidence. i can say that with the short time frame and given the number of exemptions to the sunshine ordinance such that if you ask for voluminous documents, which means anything over 50 pages, you no longer have t

for people who live in this part of lafayette. most of their utilities ran under the road that got washed away, and when the road collapsed, it snapped off the water service line, a water main, and a sewage line. only a lone pg&e gasline survived. neighbors say it happened around 8:30 this morning. the creek began flowing over mountain view drive and into the neighborhood. city crews tell us piles of large debris plugged up the culvert and the force of the flood water started washing away the earth between the culvert and the road. that's when the pavement collapsed on top of the utility lines. there could have been raw sue -- sewage running down the treat. >> it was a moving target. we saul the road had begun to dip, appeared to be failing. we called central sand. they were working on top of the failing road, and they worked very rapidly through the morning, and were able to get the line in before the road finally collapsed. reporter: this chest of drawers is among the debris that washed down the creek and plugged up the culvert.

heavy rains caused the road to cave in on mountain view drive just south of highway 24 in lafayette.fluential person who lives in the neighborhood. >> reporter: it's the mayor who lives by here, and emergency crews were out here working 24/7 to fix this hole, they fix today in nine days. mountain view road officially opened at noon today. and you'll remember the sink hole was just huge, about 80/40 feet. the road collapsed during a storm earlier this month when the drainage system was overwhelmed by flood waters. there were originally estimates that the work could take months. but the city brought in emergency contractor s. s. >> that's great because the rains are coming now. it could be another major storm. so far it's just sprinkles. and it could develop. and it'd be nice to have it covered. and everything is clean. there's no debris. so we're in good shape. >> reporter: the construction blocked the mayor's driveway during the time that it was being fixed over the past couple of weeks. however the mayor said despite his proximity to the sink hole, that is not the reason why it was
