the lafco and public utilities commission have been doing that work and are now at a stage where they have put together a set of proposed terms for the program. and not to only focus on the terms but to begin the process for a robust build-ou. t. so we can have as much control over the generation of power and energy as we can and in the process, create job opportunities for san franciscans. i request that the hearing be made available to the government ought an oversight committee. the rest i submit. supervisor wiener: thank you. i have several introductions today. the first, i am introducing legislation to amend the health code and establish regulations for commercial bought walkers that uses city parks to limit the number of dogs that the personal bob walker can talk at once. providing training and safety standards for the profession. i have been working very closely with the number of stakeholders, the parks council, several doctors as well as the impacted departments. i look forward to discussion on this issue. i am also submitting legislation to for ongoing controversy of vending

lafco was charged with the responsibility of monitoring the program and working with the sfpuc. just to remind you of the goals, what we started this program to beginning with was first to provide choice to consumers, to reduce their reliance on fossil fuel, to provide reliable and stable rates, to increase local control in energy independence, and to create community john opportunities. in the past five years since we have been working in this program with the sfpuc, there has been a number of studies done by outside consultants and a number of peer review analysis that have been done because of the presentation by the sfpuc today is really the culmination of a number of years, and in our presentation, we're not going to go through all the studies that have been done. but briefly, in 2008, we prepared an outside consultant to committee choice aggregation report, which basically went through the risks, the program design, and some of the issues that he would need to look at in the term sheet. in to detonate, a separate company did a report on a suggested implementation plan, whi

so it is understandable that our staff and the lafco staff is recommending that our commission approved the updated term sheet today and send it to the board of supervisors so we can start having a more involved public dialogue on this program. thank you very much. with that, i believe it will be mike campbell. thank you. >> thank you for the introduction, ms. miller. cfo riedstrom and i are going to sort of tag team this presentation. i will start out with an update in terms of where we are in our discussions with our counterparties and the way the program is being shaped based upon the analysis and the best way mitigating the risks before us that ms. miller highlighted. and the cfo will go through some of the financial impacts. i have an electronic presentation. just by way of a refresher, i wanted to highlight in, and i believe this was it touched on by jerrick campos in terms of the 2007 ordinance, in past presentations, we noted how the program was shaping up and how it differs from the precise language from the 2007 ordinance but how it used to the general goals and objectives. th

i do not recall if we had the lafco. this shows you the average monthly bills for all of san franciscans and what it means to their household purse. the far right is the average monthly bill but san franciscans have for gas and electric service. that is $123 broken into electric. you see this cellphone average build up folks have typically amounted to did the plans right now is averaging about $99. some folks have better plants. the average water bill and sewer bill is down here, it going down to $76 per month. average garbage rates, 27. participated in green powers sf would be an additional commitment of $9 if you are very small user. $23 per month if you are an average user. this is a 100 percent signed green premium product for less than a dollar per day. commissioner schmetlzer: fight understand that. i am trying to figure out how these rates would be 12.7 cents per kilowatt hour. >> i would invite you to look at your bills when you get home tonight, because the average electricity bill has about 59 items on it. of t
