lafco is all about regional municipality relationships. it can be a really powerful opportunity for the bay area, in consultation with occupy, to get some great stuff to happen with municipal banking. it is a great idea to put some city funds into credit unions instead of big wall street banks, and community banks. however, those credit unions and banks are still somewhat at the mercy, because of their size and where they invest, to investing in a market that is still doing the stuff that we would want to try to get our banking away from. yes, credit unions and local banks are great. but a true government-owned municipal bank, to me and to the green party, is definitely crucial. we need to make that happen. i want to time in one more time, since we have another commissioner who has not been here recently. we have got to get -- hopefully, right around the time that clean power sf gets approved in the sfpuc, which will probably be sometime in the fall, we really need to get on city-wide broadband municipal fiber-optic. that also dovetails wi

one of the thing that lafco's can do is to conduct studies and gathered that information. at the last meeting there was a move to have lafco staff work with the elections department to gather that information's so that their respective of what that perspective is, at least we have some data on what has happened and what the data tells us. and so that is a useful thing to have. the second thing i would say is, i did want to ask the head of the elections for the city and county a couple of questions to get a better sense of the practicality of some of the things that were raised. again, we have heard from a side, the pros and cons of each proposal. -- each side, the pros and cons of each proposal. the proposal -- if he had any thought about the practicality of having a september runoff and what that would -- is that something that the elections department would be able to handle and what kind of impact would that have on what you guys do already? from what i understand, it is a very busy agency that is doing a lot. i wanted to hear from you, their respective of the pros and

one thing you'll notice is that lafco is not using any general fund money. this is true of the proposed budget as well. they have a balance that can carry forward. you can also defied the budget looking at the expense types. salaries and benefits, as with all departments to the city, are by far the largest amount of money that we spend. we have professional services, the bulk of which is the budget and legislative analyst contracts, and the comprehensive annual financial report contract, which is about 3 $314,000. services of other departments, the work orders, just over $200,000. we have money in there to replace a server at the end of its life. we are not having any capital requests for 2012-2013, but will have another server at the end of its life and 2013-24 team, so there will be a request for capital for that. looking at a couple of different ways to divide that our pie of expenses, the labor and contracts is 93% of what our budget consists of. everything else is $736,000. not a lot of wiggle room. we also have a number of mandates. at the board of sup
