is proceeding because the lafco gets it. we know that you get it and we also know your staff get it, i'm not up here to demonize staff. staff has been very clear that clean power sf is necessary to the city meeting its action goals, necessary to the clean action strategy and had it not been from signals from the mayor's office to kill this program when it shouldn't be and when you can get more funds from it, staff wouldn't have felt like they had to leave it out of the climate action strategy. with that said, we and others spoke at the policy committee meeting a while back to make clear that the climate action strategy needs to have clean power sf put back in it. the staff is great but the staff made a mistake in responding to the mayor's pressure by removing the program that's the most important program in the city for clean energy for the city to reach its goals and for your department to reach its goals. and like i said, this specifically impacts this budget and future budgets because it gives you an opportunity to reprai

so, i just wanted to encourage the lafco in any energy endeavors that it goes forward with to definitely -- since he spoke today, you probably know that one of the recommendationses we made to you folks is to use department of environment staff as well. we've seen that they have been ready to go on program like cleanpowersf and doing other renewable energy projects and efficiency projects and their involvement will be key. along the same lines, in a little bit of a critical vein, it would be good to know what's going on with the climate action plan that was recently put out because originally it mentioned cleanpowersf, among other things, and now it's not the same. it would be good to find out when we're going to have a hearing on that and maybe in lafco if necessary. and then finally, one of the thing that will make it possible to fund the clean energy is to develop a public bank and we hadn't heard much about that. so, just wanted to get the status on that from chair avalos and perhaps staff. thanks. >> thank you very much. we will have a hearing on march 31st related to the climate pr

our panel consisted of not only sfpuc, but a member of the department of the environment and lafco staff member, as well as an outside member from the sonoma energy authority. as a result of the scoring, we had pretty much unanimously recommended enernex to do most of the tasks. they were -- they are an international group. they are based in many cities and overseas. they are an electric power and engineering consulting firm that has staff both locally and of course as i said overseas. as part of our rfp, i just want to just rereiterate what we are looking for, universal access and equitable treatment and providing 100% renewable and energy-efficiency and installations. so on our enernex proposal, they have been engaged in multi-year solar and wind generation program for many of the investor-owned utilities, san diego gas and electric, including los angeles department of water and they have been consultants for the california energy commission and awarded the 2013 project management distincted project of the year for smart grid. these are primarily engineers, but they work a lot in inter
