and to the lafco commission. the tasks that are asked for in the rfp follow almost directly those that the sfpuc staff had identified approximately one year ago. so, the goal of the buildout obviously was to answer the questions and to provide a plan to improve electric power to the citizens and businesses he within san francisco. obviously the project objectives have not changed with cleanpowersf, that is to reduce energy costs, create higher renewable energy sources for the citizens of this city, to reduce exposure to fuel cost volatility. you will recall cca started because of the bankruptcy of pg&e and the unreliability of certain transmission issues. we're at the end of the transmission of the power grid, was to increase reliability and improve environmental quality. so, what we're looking at asking and what we're asking for is a consultant or consultants to create a city-wide integrated clean energy and efficiency installation network. now, there's a number of components. the rfp has been attached to your p

> jason fried lafco staff. in your package you have the proposed budget to do -- just as a reminder within lafco statute we pass a draft budget by may 1st and final budget by july -- middle of july, if i am not mistaken, june, i'm sorry. this is our chance to pass our draft budget and come back, unless there are changes that are suggested today drom come back with this budget for final approval at our may meeting next month. the budget itself you will not see very many changes within it you will see minor changes, like non-personnel services a different line item that used to be under "other services and other departments." that they separate out now. so we have separated out in our budget to be more in line with the clerk of board office and how they do their budgeting. you will see an increase in the clerk of board salaris and benefits, because the contracts that the city and county has with the clerk staff last year did not have any increases. this upcoming fiscal year will have increases and so we'll have t

jason freed, lafco staff. you were asking for other potential revenue sources that could be a permanent source for funding this. the first thing that comes to my mind is the community choice segregation program in the city called clean power sf i know the board is interested in. one of the things that could be done is [speaker not understood] customer rates could go towards funding a go solar s.f. program which would give you permanent funding to for that. the problem we have is the puc ha decided it doesn't wish to work towards that program. you lost that issue but that is a potential revenue stream that could be utilized that supervisor breed stepped out for a minute. on lafco, she has asked that the lafco commission put together an rfp which we have done and are in the scoring process to look at how we do a build out plan and go solar s.f. funding is what we look at is that a reasonable option for us to use for future can cca program in the city and the other thing that is separate from that, but still goes

is proceeding because the lafco gets it. we know that you get it and we also know your staff get it, i'm not up here to demonize staff. staff has been very clear that clean power sf is necessary to the city meeting its action goals, necessary to the clean action strategy and had it not been from signals from the mayor's office to kill this program when it shouldn't be and when you can get more funds from it, staff wouldn't have felt like they had to leave it out of the climate action strategy. with that said, we and others spoke at the policy committee meeting a while back to make clear that the climate action strategy needs to have clean power sf put back in it. the staff is great but the staff made a mistake in responding to the mayor's pressure by removing the program that's the most important program in the city for clean energy for the city to reach its goals and for your department to reach its goals. and like i said, this specifically impacts this budget and future budgets because it gives you an opportunity to reprai

so, i just wanted to encourage the lafco in any energy endeavors that it goes forward with to definitely -- since he spoke today, you probably know that one of the recommendationses we made to you folks is to use department of environment staff as well. we've seen that they have been ready to go on program like cleanpowersf and doing other renewable energy projects and efficiency projects and their involvement will be key. along the same lines, in a little bit of a critical vein, it would be good to know what's going on with the climate action plan that was recently put out because originally it mentioned cleanpowersf, among other things, and now it's not the same. it would be good to find out when we're going to have a hearing on that and maybe in lafco if necessary. and then finally, one of the thing that will make it possible to fund the clean energy is to develop a public bank and we hadn't heard much about that. so, just wanted to get the status on that from chair avalos and perhaps staff. thanks. >> thank you very much. we will have a hearing on march 31st related to the climate pr

our panel consisted of not only sfpuc, but a member of the department of the environment and lafco staff member, as well as an outside member from the sonoma energy authority. as a result of the scoring, we had pretty much unanimously recommended enernex to do most of the tasks. they were -- they are an international group. they are based in many cities and overseas. they are an electric power and engineering consulting firm that has staff both locally and of course as i said overseas. as part of our rfp, i just want to just rereiterate what we are looking for, universal access and equitable treatment and providing 100% renewable and energy-efficiency and installations. so on our enernex proposal, they have been engaged in multi-year solar and wind generation program for many of the investor-owned utilities, san diego gas and electric, including los angeles department of water and they have been consultants for the california energy commission and awarded the 2013 project management distincted project of the year for smart grid. these are primarily engineers, but they work a lot in inter

departments that are here, hopefully by the s.f.puc working with the department of environment, working with lafco, working with others, is if you could propose to us how we could get up to the full funding level of that i think everyone here wants. i hope that is something that can be done with the sfpuc budget, but obviously happy to consider other opportunities that might be out there. i also would like to ask from the sfpuc you heard a number of suggestions around this program and if we can get some resolution and clarity over that, i think that would be very helpful. i also just want to note that this is an issue that has brought together really a wide coalition of folks from environmentalists to industry, to workers from many different communities, from the bayview to asian neighborhood design and others, from my perspective, i think when a program like this for the low dollar amount that we're talking about has had that kind of impact, we really need to -- we really need to take that seriously. and then the last thing i want to ask for is i think part of why it's difficult to talk about a f
