it was the advocates that went to the lafco and insisted that we get the enernex report to happen and it would show what local community benefits would really mean to this community and even though enernex didn't have anything to look at with the behind the meter resources it's showing 4500 jobs in this area that about that are going to be going to people and we, as advocates, now that we know this program is moving forward, the main thing we're communicating about is making sure there's local union jobs and not the community benefits that communities like the ones that are underserved right now that you have been the champion for get these benefits and so what i would ask is that all of you unanimously support sending the communication to support the program but along the lines of what you said commissioner king i'd also include in that communication a request to the sfpuc and the staff to engage this department on what i was talking about before which is really getting the staff involved in planning out the behind the meter resources for this program and i mean start the planning th

the final rate can't be set until it says on the schedule however we were told by staff of sfpuc and lafco that build out planning and local installation program cannot begin until we know the ballpark of what rate we're going to charge so we know how much money we've got to work with so the advocates are going to to insist is that the one thing you change about this is to get your rate payer advocate committee to approve that so you can finally approve it here at at at the commission as quickly as possible. we know what the not to exceed rate is going to be. it's going to be the same as pge and even though the final rate will come later it's critical to start that planning now and planning for the jobs that will be created by by the build out and planning for behind the meter installations which are not well flushed out yet in the plan creating more jobs and all of that depends on having a clear setting of the not to exceed rate so that planners can start digging into the build out planning right now and we're going to be showing more concrete job numbers right away and definitely i'd cal

fried mentioned we worked in collaboration with enernex and lafco to prepare the report that enernex put before the agencies and there's five key points i want to emphasize from a business perspective. first setting the energy price and figuring out the mix of supply you can afford and mr. syphers made the same comment. phased implementation is smart with a two-tiered offering include light green and price -- the basic first tier light green type of offering at pg&e rates include build out out with expansion of the program and finally it may impact rates. it's sort of a tension that we all have to keep an eye on. the study was very helpful to us. i think we have good strong policy alignment now which was something missing prior to the study effort. we've also, while that study was underway and collaborating on it, we've also been doing our own business planning effort at the at the at the puc that business plan outlines our business opportunities including community choice helps us target our efforts to bring the benefits of the hetch hetchy power system to san francisco and it targe

power sf and i want to thank the general manager and staff for working closely with jason freed of lafco and that was a request that came from the general manager kelly and i thought it was great to show that we're building a strong relationship to move clean power san francisco forward and i've been briefed on the timeline and i see that some that some of the things that we expected to be happening at the very end of the timeline are actually earlier so it looks like the more difficult work is going to be around procurement and other things and i believe there's ways to shorten the timeline proposed and it wouldn't actually be very hard to do. the pro can you procurement process is projected to take 3 months but i believe if the puc staff works with me and my colleagues and the mayor we can move this process quicker than what's being proposed and not waiting for the legislative process but to finish before we draft the requests for offers for power procurement and there's a reform process that will be legislation coming before us before the contract procurement and i believe we can waiv
