nowhere on this chart is laguna honda. when we did that, we had turner. i do not remember having somebody other than city staff keeping an eye on turner. why do we need yet another layer of people watching? >> there was a three-fold balance developed. again, i am committed to having a third-party cost estimates in this schedule review. that is principally what they were brought in for. as well as adding the generator , which was not even contemplated in 2008. at laguna honda, i know their makeup and mix was a little bit different. it evolved over time. i think they went in as a design-build and then migrated into more of a cmgc model. it is kind of the same but different. where i was trying to drive the recent benchmarking is, we are continuing -- one, this is a common function in the makeup of the team. to that end, we have continued to drive toward the lower end of the ratio. with the increase, we have a ratio of 2.24%, ratio fee versus construction. it is continuing to be on the lower end of the spectrum. my last slide, in summary, we did commit to bal

so, we start in california tonight with david wright in laguna beach. good evening, david. >> reporter: good evening, george. you can see these work crews clearing away the mud. they've been at it for hours now. this area is a natural funnel, so, all the rain up in the hills just swept through downtown area early this morning, turning laguna beach into a lagoon. and it's that way all the way down the coast. in san diego, the flooding turned one coastal inn into an island, with water surrounding on all sides. lifeguards had to bring in boats to rescue stranded guests. among them, trelida. >> you don't know what to do in a situation like that, so you just cooperate with the firefighters. and hopefully they'll help you through it. >> reporter: a local golf course became one giant water hazard. qualcomm stadium is now a shallow pool, literally the size of a football field. and in silverado canyon, people trapped in their homes called out to reporters for help. here in laguna beach, the wall of water four feet high poured through downtown early this morning,

in fact, downtown laguna beach was cut off by floodwaters that left rivers of mud in their wake. cars left stranded on roadways across the county. evacuations will be continuing for people in the mountain areas. there are power outages, mud slides and flooding and all of it expected to be a problem until the rain stops. >> here in the bay area we did get a break in the weather. it gave us a chance to dry out. wet weather is far from over. meteorologist nick o'kelly is in the weather center with more of what's happening. i saw a little sunshine today, nick. >> you had to squint at first
