i am an operator at laguna honda hospital. i come before you today on behalf of our residents and staff to urge you to return the money is allocated to our department. we as operators work as one to ensure the safety of our residents and staff 24 hours a day, 365 days a year. we are the first point of contact for all emergency services. to this point, on the night shift alone, we have 26 emergency calls. paramedics and firefighters alike have depended on operators to accurately pinpoint needs. due to the fact we are within the hospital, it gives us the advantage of knowing the full way out of our facility. operator responding from outside the facility would not have this advantage. one cannot base and operators work solely on statistical numbers. we go to work every day to ensure the safety of our residents and integrity of laguna honda hospital. thank you. >> good morning, supervisors. i am an operator at laguna honda hospital. a few months ago, we were made aware that the administration department submitted a budget proposal

i also have seven years long- term care experience in my time at laguna honda hospital. most recently, i have been working on a number of things where i have oversight of the public hospitals -- san francisco general, laguna honda, public health allocation system where we manage the prescription drug benefits for the healthy san francisco program, for the s.f. path program, and for the workers as well, the 50,000 members we manage drug prescriptions for. my interest in the position is that i strongly support the ethic of providing high-quality health care to low-income members of san francisco. i think universal coverage, high-quality care, and access to care are important components that i share along with the health plan. areas that fit where i think i can help in be of use are in cases where the city and county of san francisco is the largest provider of the san francisco health plan network, said there is a symbiosis there between us and them. san francisco health plan is the third-party administrator. i think the innovation and collaboration that we can work togethe

there is the laguna honda, an example you are likely familiar with. there are rehabilitation services in a residential setting. the skilled nursing is the highest level of care that they can receive outside of the hospital. the skilled nursing services are 24-hour residential care. cpmc provides this skilled care for approximately 100 patients. there are approximately 62 patients that are receiving the care at st. luke's. they have 79 skilled nursing beds. this is equal to 62. cpmc is not looking at including new beds, but instead, they will look at the new beds in san francisco. these will be new ones, currently in use. this will maintain the overall availability of the care in san francisco. all 100 of the beds will have those who have medicare or private health insurance. if they default, they will be liquidated and comprise two elements. first, there will be a onetime startup costs, estimated at $600,000 per bed, and said it would be an ongoing operational shortfall for operating those, and that would be the medical shortfall for each of the beds

we are soon to partner with laguna honda and sfgh.'re the leader city-wide for the weight watchers program and we have lost 2,500 lbs. since august of last year. it will save millions and millions of dollars. it is hard to translate that exactly, but it is at a substantial -- it is a ton of money, if you will. and our eap program has expanded its scope significantly since it came to hhs under the board of supervisors direction in 2008. they do koses on violence prevention and workshops, and also have implemented at workshops this year on smoking cessation. we have had two very successful workshops on smoking cessation eap in also looking -- smoking cessation. eap also responds to every instance where there is employee injury or death. we do three workshops a year on preventing violence in the workplace. that could be physical violence or verbal violence. we have had a bonus share every year. the department and the unions have both said they read like the wellness fair to be spread out. last year, we serve over 3000 people and we did o

also spent the last couple of years focusing more on the d-is the socialization of books from laguna honda and less on the community side. we are starting to switch that. the major initiatives on page 12, that are relevant to our department. the first is related to what was called the adult day health center. the dollars that are in our budget related to that are to help. you may know that as the day cares were changed into this new model last year, consumers were evaluated as to whether or not they could stand -- stay in the program or not. initially, consumers in san francisco were told that they were going to qualify. there were a lot of people losing the service in southern california, but in san francisco, we saw a lot of people being told that they would stay. suddenly there was a reversal on that, and the state has been coming in and reviewing these clients and saying that they may not qualify. people have to then go to an appeal, so this money would help people stay in the program for a few months in the year we are in. the broad spread initiative is something we have been doing wi
