the department and i intended to share with you our department prevention regarding the changing landscape of the juvenile departments field services. some of the objectives are to highlight the juvenile characters and to report on the state and local practices and the laws that impact our department and to identify particular community monitoring risks and a challenges faced by our department. i intend to spotlight the aerm trend and want to highlight the severity of the problem as we have identified it. i want to start by take into account 83 at some of the statistics. as supervisor campos reported the good news is the number of juveniles being referred to juvenile court is going down substantially. if you look at the light blue bar you can see the juvenile referrals overall and the bottom of the graft is the petitions for the weapons charges compared to all passengers and at the top it the percentage is shows the statute of limitations to violence. despite the number of referrals go down the percentage of those weapons and violation offenses remain relatively consistent over 20 percent

we see a lot of these landscape type projects and people spent a lot of money on landscape and think with 30 feet it doesn't require a permit, but it did require a permit. >> okay. >> is there any public comment on this item? please step forward. >> my name is frank maro. i live at 1259 lombardy. i have lived there since 1959. they did indeed have all of these hearings and i attended all of them. the fact is that they never showed building a rear door on the property line. they never showed building expanding on the property of 1380. it never came up until after the project was well under way and then they got these over the counter permits. the over the counter permit given to 1269 lombardy stated that it was to replace an existing wall and build a deck. and then the architect showed the wall but the wall he showed was actually right on the property line and what these fellows did was they built three more retaining walls and they raised the grade, how do i put this on here? using soil from the excavation at 1269, they raised the grade of the property some 8 feet and now they say, i

that they call their clouds the dutch mountains because the landscape is so low that really you get these massive clouds in the sky and that is the kind of important topography to talk about. this is another example by the same artist and it is a winter scene, and as i move through these images of different paintings from various national schools. i don't want to talk too much over them but to let you feel how the atmosphere and the mood is changed by the different kinds of clouds that the artists have chosen to depict. and i wanted to also var clearly indicate it was interesting when putting together this powerpoint, i don't typically like to put any words on the images on the slides because i like the images in that way to speak for themselves, i feel like your eye competes between the words and images but i felt that it was important to differentiate between what is in our current exhibition and our permanent collection. so this is in the temporary exhibition as well. and then i wanted to let the paintings and the temporary exhibition and our permanent collection speak to each other an

this is the backbone of our landscape maintenance mission in the department. our gardeners perform a wide variety of horticulture tax, [speaker not understood], field turf [speaker not understood] nursery plant cultivation, urban forestry tree planting and reforestation, just mention some of the things we call upon our gardeners to do in our 220 parks throughout the city. within the 34 17 classification, we have a ~ -- an appointment or an assignment. it's called the park services captain. these are 34 17 gardeners who then receive an additional assignment or appointment from the general manager and they serve in an assistant supervisory capacity. and we select our park service captains from their merit-based performance record, from their demonstrated potential for supervisory duties and we check with 261 to ensure they are a member in good standing. we assign these assistant supervisory duties to build supervisory capacity in the department and also to establish supervisory experience for promotion.
