senator lane enjoyed of his friendship with lincoln. a peculiar special immunity or any other political officeholder have been prevented from acting as a military officer in the first instance. per the prohibition in the constitution, an event that was never, ever formally resolved. it was all very vague and very fuzzy. even failing that, a officer acting in this lawless fashion against the citizenry would have been placed in arrest. court martialed and removed any command. the lincoln administration and its union high command did. none of that. lane's conduct illustrated the front nature of lincoln's coalition as it attempted to quell the confederate rebellion. the stand pat missouri unionists who supported continuation of slavery stood in one corner, and the abolitionists or black republicans stood in another. they would come to blows here in western missouri. as a result, the war was actually a three way fight. the stand pat unionist, the abolitionists and the formal adversary, the confederates, the kansas branch of the federal army

lane of kansas now senator lane had been an abolitionist for quite a while, fairly adamant abolitionist and. he'll eventually resign from the senate to up the rank of brigadier general in the military. but before that in late 1861. so again, we're still very, very early in war. he started some recruitment efforts. african american soldiers. and this, of course, without authorization from the war department in washington to and then not long after that, in 1862, while he was still in the senate, he proposed a resolution to begin arming african-american men, but he got some not surprisingly, some opposition to this. and one of the questions that was raised, well, how you going to arm them? and he said, what i'm going to tell these recruits is that if it's in your power to gain arms, the rebels take them and i'll organize you to fight against the traitors. so he was going to adopt any way, shape or form he could to begin arming these. there also those in the senate and, elsewhere, of course, who objected to the idea of african-american men as soldiers, whether they could actually handle th

sky ranger southbound lanes were closed for a bit, but they're now back open. we turn to nbc bay area's mike inouye. he's tracking the residual traffic impact. it was completely shut down their southbound lanes for a while and any time of day, especially though around the tail end of the morning commute, if you shut down any portion of 880, it's going to create a lot of trauma here in the east bay. we're going to zoom in. this is southbound, heading away from the bay bridge just past 980. so closer to the broadway or the oak exits. we saw both of those signs. when chopper was over it, they had completely stopped traffic. the northbound side was distracted as well because there appeared to be officers on the freeway walking across the freeway looking for some sort of evidence. again, that reopened the residual effect. is there still slowing as you're heading in both directions on 880, but especially southbound approaching that original closure, the northbound side is reopened. if you want to stay clear of that, you should still use 580 east and westbound. all th

the lanes re-opened about an hour later. this is the second freeway shooting in just two days in the east bay. the chp shut down the southbound lanes of 880 in oakland yesterday. officers say they got a call that a person brandished a firearm near the broadway exit and fired one shot at another car. the person who was shot at was not hurt. >>> tonight san mateo county sheriff says she won't resign after early results show a vast majority of voters are in favor of giving the board of supervisors the power to remove her. so far more than 85% have voted yes on the measure. that's more than 78,000 of the 92,000 ballots counted so far. this comes after an independent report last year accused sheriff christina corpus of bullying, abuse of power, and racist and homophobic comments. once the election is certified in about a month, the board will hold a removal hearing, and the sheriff will have a chance to respond to the allegations against her. >> the results of this historic election send a clear message that san mateo county vote

northbound lanes along highway 101 in santa rosa are now closed. this is due to an overturned garbage truck. this is happening near lime brick lane. now, the driver suffered minor injuries. our mike inouye has been tracking that backup. this is causing some backup for quite a mile. yeah, this is an issue for the north bay. and as being a friday, we also think about some folks making a getaway, perhaps up north in toward wine country. so here we have the look over at the east bay, san francisco. this is what we generically call the north bay commute. centerville heading up toward novato. it's a good distance farther north, heading up into healdsburg northbound 101. but marcus, that tweet you showed us from santa rosa, chp does say that folks are being diverted off of northbound highway one at arata lane. now you can take old redwood highway, but it's getting really congested because that's kind of the only way to get around all this closure and up in toward hillsville. so we're watching for that. really, we don't know how long it's going to take to
