you can see the car lane. is just as slow or sluggish as the other lanes of traffic and that is part of the problem. carpool lanes are becoming more crowded across the state. people are driving clean air vehicles which are allowed to use the hov lane but there are also a lot of carpal cheats in the area and those are the real problem. they want to see increased enforcement to crack down on the carpool lanes and they want sacramento lawmakers to do just that. now, solo drivers can use the carpool legally but only if they have a clean air vehicle. a special state issued sticker or decal. that clean air decal program was set to expire but there is a bill in the state assembly that would extend it. the ntc says they are against the bill unless they have the extra funds. right now, the ticket for driving in the carpool lane without extra passengers is $491. apparently, that is not enough of a deterrent. >> sometimes, they are kind of going around and they get in or they get stuck or their windows are tinted so you
