senator langford. >> thank you. mr. spires, you said coming from the cio council before that many federal agencies have similar issues. two fold question. one is define what issues mean on this and then the second is give me a percentage when you say many other agencies. again, i'm not asking you to articulate what are the security issues and specifically where our vulnerabilities, not asking you to do that. give me a guess of how many agencies we are dealing with and what those issues are. >> i would say many of the federal agencies have a similar kind of problem that mr. esser eluded to about decentralization of i.t. in and of itself is not necessarily a bad thing. it has been very difficult for many of the agencies rolled out systems and then have to support the systems. the complexity factors have grown so significantly that it is very very difficult for them to get their arms around systems. we would do at dhs to call out dhs specifically we would do inventories and try to if you will, find all the systems that we

well, jerry langford who later went off to stanford who was at columbia law school at the time, was inps. he called every judge on the 2nd circuit, every judge in the eastern district and southern district of new york. the answer was well, we might take a chance on a woman, but we can't risk a mother. her daughter is 4 years old. so jerry called judge edmond palmieri, who always took his clerks from columbia law school. and the judge explained, well her record is good but sometimes we work on saturdays, even on a sunday. how would i count on her? and jerry said, give her a chance. and if she doesn't work out, then there's a young man in her class who will leave his wall street law firm and finish up the clerkship. so that's the carrot. then there was a stick. the stick is, if you don't give her a chance i will never recommend another columbia law student to you. well, armed with that, i got the job. and women of our generation you got a job, you did it as well, probably better than anyone else, so the second job wasn't hard, but opening that first door was powerfully difficult. >> now

janet's heads the office of fair and radiation and the hearing is turned by the oklahoma senator james langford. >> good morning everyone. >> i want to welcome everyone to today's subcommittee hearing on the renewable fuel standard was privileged to chair the hearings on the topic and i look forward to another discussion regarding the renewable fuel standard and its management. we will do our best to improve the nation's energy security and to the environment. since 2005 the reduction has nearly doubled. meanwhile other regulations such as the fuel economy standards, the economic recession has led to the lower demand. additionally the use of natural natural gas and improved energy efficiency have lowered the greenhouse gas emissions. many years it's just the annual mandates. statutorily they are required to release the mandate by november 30 of the preceding year to allow those covered in the future. the epa hasn't met the deadline since 2009 and we are still awaiting for the final version of the "political connections" volume that is been over for six months. it was made in december of last ye

i'm a strong supporter of all of the above energy policy security along with senator langford, my state is one of the leading producers although we're number two. i don't know where oklahoma is on that rank. number two in the production of oil, and we have a lot of associated gas. we have a lot of wind resource. and we certainly have a lot of bioresource. and so this is a huge issue to my state. and i can tell you that i think all of the above -- the rfs is part of that all of the above policy. when we look at what rfs means to my state of north dakota alone, the industry represents $2.5 billion in annual economic output, almost 9,000 jobs. in oklahoma, the rfs helped create about 4,300 jobs. in wisconsin 4.2 million in economic output with over 19,000 jobs, and in iowa, obviously a major ethanol and biofuels producer. 19.3 billion with almost 74,000 jobs in the mix. so i think i could go on. i think these numbers are important to highlight because the rfs is critical to our economy, and that's why it's so important that it be administered correctly as congress intended. i'm glad the ep

and i think senator langford is on the right track when he says, tell us what the schedule is.tell us what the plan is. we can debate the wisdom of this law here in congress. that's our job. but it's your job to administer this the way congress intended. and that means doing it timely because i think we can meet these standards if the investors out there know that they will have access to the market. and so it is critically important that we not automatically assume that we're going to have a crisis of cellulosic biofuels or ethanol before we actually give certainty to the market and let the market produce. >> i would agree. and with the cellulosic, we have other advances coming with algae and investors are not looking at that in a way that we would have hoped they would if we would have had a set volume. so, again technology is advancing. it's a great renewable energy source taking basically waste products and producing a fuel that's very low greenhouse gas emissions. so i would agree. i think we have a law in place. we need to understand what those volumes are. but we do need
