nbc bay area political analyst larry gerston is here.remind us again how many of us vote the absentee ballot? >> unbelievable numbers. you just can't believe what's been going on with this. if you think about this, by june 3rd of this year, as many as two-thirds of all californians will go ahead and vote by absentee ballot. it's absolutely amazing. take a look at the explosion that we've seen the last couple of years. 5% in just 1982. in 1998, a quarter. by 2010, nearly 60%. clearly the polling place is going the way of the rotary phone, the typewriter, all those things that we've forgotten to use because they're just not important anymore. it's a whole different way of people making their electoral decisions. >> so what about someone who votes early, and this happens to me because i like to read along the way, and then something changes, i change my mind? can i take it back? >> that's one of the real problems. the wonderful thing about absentee voting is that you get it done early. you make up your decision, you can do it on your own ti

nbc bay area political analyst larry gerston joins us.ocrats, one republican, what gives? >> you begin to wonder what is going on here. in the case of a mudesho republican, he was assessed the $40,000 fine. why? for laundering that amount of muchy through two republican committees in his brother's 2008 state assembly campaign. that's all. according to the report, the money was laundered as a means of bypassing the campaign contribution limits. combined with the three democrats who have been suspended, suddenly, it appears california legislature is kind of a cesspool, it leaves a lot to be desired. >> right, so the question is, california, is this a new nation corruption capital? other states have that dubious distinction. >> you begin to wonder, what is going on here? i did some digging to see how do we rank here. there's a group called the center for public integrity. a squeaky clean nonprofit that ranks states for their ability, the extebt to which they are scandal free. the center considered 14 categories that consider the integrity an

larry gerston is our political analyst. larry, great to have you here. water, they may not go towards politics, but it's been a contentious battle for decades. >> absolutely. they talk about gold in the state being the thing people worry about. no, it is water. you can't get enough of it. the more people we have, the more crops we grow, the more concerns there are in the environmental questions. the more the questions are about how the limited amount of water ought to be used. >> we know there's that huge battle between how much water gets shipped from the north down towards the south. that's a big issue. but also, really in large part, how much does the state have control of the water in california? >> that's a great question. because everybody thinks in sacramento, they can turn the spigots off and on. it doesn't work that way. first of all, we've got the whole california water project which was developed by the federal government in the 1930s. then you've got a california state water project, which was developed during the administration of pat brown.

larry gerston says while whites make up 40% of the state's population, there will likely be around 60% of primary voters. latino, about 40% of the population, they comprise less than a quarter of primary voters. dr. gerston stays the turnout will impact representatives in government. >> those people nominated will turn into officeholders in november and they will be responsible for poll take making that may reflect the values of those in office more than those as the state as a whole. >> we asked dr. gerston's if congress's inability to pass immigration reform is alienating voters. he says there's no doubt of that. >>> at a resort town in wyoming, there's major concern tonight about a landslide that's still on the move. here is nbc's joe fryer from jackson hole. >> reporter: video taken from the air shows a fractured hillside in jackson, wyoming, with cracks large enough to rip a vacant home in half. what started two weeks ago as a slow moving slide has picked up speed. already the earth is buckling beneath the parking lot of a new drugstore as more rocks and gravel tumble down with of

larry gerston joins us now. i think to call it one-sided is actually being kind. it's not lopsided.s just upended. >> is there another side? let's not jump the gun here. so far, so good. if you're jerry brown, yeah, you have to feel good about it. take a look at the field poll. that's what we're talking about. the results released just a couple days ago. by golly, there's jerry brown by himself, 57%. tim donnelly, 17%, next three are republicans. andrew blount, 3%, and others, 21%. okay, others/undecided, okay. okay, numbers are always fun, especially for people like me, but there's a couple caveats. it's early. let's remember that, and brown's popularity with the voters coincides with his approval rating as governor, and the economy is just rolling around. 59% are saying, yeah, he's a good guy. we like him, but we have to wait on all that. >> so the state's new top two primary systems, but even the first time, the majority in the primary doesn't prevent a run-off in november, so talk about how this is going to work. you look perplexed. >> i'm trying to be objective, neutral, that's
