larry gerston is our political analyst. larry, great to have you here. water, they may not go towards politics, but it's been a contentious battle for decades. >> absolutely. they talk about gold in the state being the thing people worry about. no, it is water. you can't get enough of it. the more people we have, the more crops we grow, the more concerns there are in the environmental questions. the more the questions are about how the limited amount of water ought to be used. >> we know there's that huge battle between how much water gets shipped from the north down towards the south. that's a big issue. but also, really in large part, how much does the state have control of the water in california? >> that's a great question. because everybody thinks in sacramento, they can turn the spigots off and on. it doesn't work that way. first of all, we've got the whole california water project which was developed by the federal government in the 1930s. then you've got a california state water project, which was developed during the administration of pat brown.
