let's bring in our political analyst larry gerston, larry, a lot happening in this final rush before november 3. historically here, has a u.s. president ever done this, waffled about leaving office willingly should he lose? >> certainly not in the american era. i mean, you have to go way back, and i don't even know if it happened then. this is historical. for the president to say basically the election will be done when i think it's done, assuming i get the votes i want and i can throw out the ones i don't, i mean, that's just not the way a democracy works. a democracy works with people having their say, the say is determined, who won, who lost, and then you have, here's the key, a peaceful transition of power. and the president has set up for all kinds of tumult after the election should the votes go the way that he doesn't expect. in other words, against him. >> let's work backwards here. what is he concerned about behind closed doors, about a mail-in process which many of us will be getting our mail-in ballots in the next couple of weeks? >> that's the key, the mail-in ballots. it

political analyst larry gerston joins us with his perspective. good morning to you. how did this all come about so many months after the recordings were made? >> this is amazing. i mean, woodward went to the president some time ago and asked the president to talk with him, to record the meetings. they met 18 times, altogether about 30 hours of recorded material of the president talking. these are the president's words. you hear his voice. and whole idea of the book is to try to understand the trump administration's behavior. and with that trump agreed. now one caveat here is that the trump and his folks thought the book wouldn't come out until after the election. however, it came out before the election. and we're going to see the book itself in its entirety on tuesday. right now there are some copies that have leaked out and we're beginning to learn an awful lot about those conversations. >> so what are we learning? what are some of the topics? the book which is titled "rage" as we just showed. sorry to cut you off there. >> and i think there will be a lot of rage.

nbc bay area political analyst larry gerston joins us this morning. larry, good morning to you. this, of course, is about a lot more than just the president's hair and those claims, isn't it? >>> yeah it really gets to the issue of character. if you think about it, and the article says this and it's been confirmed by so many wire and news sites, the president has berated the military, called them cowards. he has no sense of patriotism, love of country, and in the process he looks small, and the military looks just dismissed. this is the kind of thing that you don't want to see from anybody and, unfortunately, as the article says and others have said as well, this is something that just doesn't go away. it's part of who he is. >> this article cites other instances beyond that cemetery visit and more than four sources claiming that they witnessed these things. why is that significant? >> it's the history. it's the history. look, go all the way back to before the election when the president berated john mccain, a hero, a u.s. senator, a guy who was captive for five and a half years

we bring in the larry gerston. this is a huge battle, extremely important for democrats and republicans when you consider obamacare, roe v. wade and a host of pivotal cases right now, larry? >> absolutely. you know the court was fairly balanced, four liberals, four conservatives, the chief justice, leaning conservative but sometimes voting liberal. now, of course, with ginsburg gone and the looming appointment by president trump, you're looking at five solid conservatives, three liberals and the chief justice who could go conservative or not. what that means in practical terms, much of what you said and more. of course, we've got this whole question of what to do about the american -- the obamacare, aca, also a woman's right to choose. that coming up. aca comes up november 10th. that's how quickly that comes up. beyond that, environmental protection, daca, gun control, all of these issues. not to mention 300 cases right now before various state and federal courts dealing with voting rights, laws as they apply to thi

let's bring in our political analyst larry gerston. it's important for us on the west coast but is climate change a big enough issue to sway voters? >> look, i believe for the democrats particularly, nothing is going to be as important as covid-19 this year. that doesn't mean you leave out other critical issues and what you heard from joe biden was a great big emphasis on the concerns that led to climate change along with his promise of all kinds of new jobs for people in this new economy and new scientific era. so it's going to get a lot of play particularly the next few weeks and it will remain an issue but nothing like covid-19 as far as the democrats are concerned. >> larry, fascinating to watked response in terms of federal aid. he also admitted california can improve its forest management. the governor doesn't do anything lightly. what is his strategy? >> governor newsom knows the president loves to be thanked. that's all there was to it. he plays the game. at the same time he wanted to put in his stake. look, we do believe there
