it's time to bring in nbc bay area political analyst larry gerston. hi, larry. good morning to you.le bit with chuck todd. he has two guests on "meet the press" this morning, talking about this. what is this all about? >> it's a serious issue. kira. the republicans, donald trump lost the presidency but you'd never know it in the states. the repub 30 states. that's really a lot. democrats only had 18 and the other two really didn't matter much for different reasons. just ten years ago it was different. the republicans had control of 25 states, democrats 16, and eight states were split. why is that important? if you have control of both chambers, it's easier to put forth bills and the most important thing you can do as a legislator is to legislate, that is to say put bills on the table and so many of these now have to do with this question of voter participation. >> so what kinds of proposed legislation are we seeing so far? >> they're all related to the idea of restricting the vote and they don't use the word restricting, kira, but making it more difficult, raising the bar, so to spe

let's bring in our political analyst, larry gerston. not one republican voted for the bill.e the big concerns that you see? >> well, the big concern for republicans is this bill does so much more than just take care of covid issues or even stimulate the economy. we're talking about new areas of government involvement, that as far as the democrats are concerned have been long needed to really establish fundamental, let's say, bottoms for those near the bottom, something that keeps them from going into poverty, getting out of poverty. these are the types of things the republicans think are not necessary and goes beyond the scope of government. but i till you something, these are the things that we all should be thinking about, whether it's important or not. >> the press secretary for president biden just said the word progressive. that's a big word here. is that what president biden wants to really do, bring that bottom up of the country? >> it's what biden and the democrats want to do, $183 billion for child tax care credit for every child to make sure that those children are

here with more on the bill and to break it down for us is larry gerston.y claim it is necessary to restart the economy. republicans say this is filled with unnecessary spending. what's the truth, larry? >> janelle, it really depends on how you look at it. i looked at the bill today. it is hundreds of pages, by the way. when you break it down, there are a couple of parts. the first is easy. it's what is actually, completely covid related. i'm talking about tests, vaccine, the machinery, to make the vaccine, all that kind of stuff that relates right to you getting that shot. it's about $100 billion or so in that $1.9 trillion bill, so what about the rest? well, the rest gets down to sort of a slippery slope. you've got some stuff there, they call it directly aligned with helping the economy, over $700 billion. the stimulus checks, unemployment, small business, restaurant help, airline industry, over $700 billion. is that important for covid? and improving things in people's lives? you have to decide. then you go even further and you have stuff that's less di

larry gerston, great to see you. how real does the newsom recall look? >> it's real.y need a million and a half signatures. they claim they have over 2 million. you have to allow for some that aren't good, but not that many. we'll know by april 29 in terms of how many over the million and a half signatures they actually required. but i tell you something, it's real, and it's also, at the moment, close, because we had a poll that came out just this morning showing if a vote were held on the recall today, how would you vote? 38% said i would vote to recall. 42% said, nope, not me, and there is a big chunk, about a fifth of these voters don't know what they'll do, how they'll vote, if they'll vote. and you bet both sides will be catering to those folks left and right as things go on. one other thing to say. this is early, garvin. it's extremely early. lots of time because the election will probably be in november and all kinds of information will come out both ways from all sides. so to take too much stock right now about any poll is probably not a good idea. but the pol
