national governors association just the other day, and this is a bipartisan plea from governors larry hogan and cuomo. they point out that medicaid is a major source of federal help that they use to provide for the medical needs of people in their states, and they're asking for an increase in fmap. we provided some increase in fmap in one of the earlier bills we passed, but they desperately need more, as the health impact of the virus continues to spread. as you can imagine, transit systems, whether paid for by states or local jurisdictions, are essentially seeing all her to revenues dry up as people, understandably, don't get on those crowded systems. and so no revenue means that they're in a world of hurt. so we need to provide emergency help. the national league of cities has also sent us a letter talking about similar kinds of needs. and we need to address those needs in this bill, round three, and not do, as some are suggesting, postpone that to some future date. we don't know when that would be, because the emergency is now and the need is now. finally, mr. president, this health care

joining us now, maryland governor, larry hogan. thank you so much for joining us. i know you're incredibly busy as well. earlier today you pushed the trump administration for more clarity on federal guidelines. are these new recommendations announced earlier today clear enough? >> they are fairly clear but they are changing every day. as other governors are doing around the country, we're taking our own independent actions. i declared state of emergency 11 days ago. today i took unprecedented action. we shut down all bars and restaurants and movie theaters. pharmacies and gas stations and banks, we're allowing for carry out and delivery of food but we called up 2200 members of the national guard -- i was the first governor in the country to close the school cans. now most people are following. federal, state and local officials will have to take drastic actions right now to stop this spread of this dise e disease. we can't wait for decisions at federal level. we can't wait for the guidelines to change tomorrow. we're taking the actions we believe are necessary and

joining me now, maryland governor, larry hogan, chairman of the national governors association. for being here. what is the most important thing that you need at the governor's level and what did you ask the president for today? >> so, all of the governors, look, first of all, i want to complement the president and the vice president as i did earlier on the call. thank you to them for really great communication with all of the governors. the governors are on the front lines of this thing and it's really going to take all levels of government working together at the federal, state, and local level. we have had to make some decisions and take action in our individual states. the federal government and the administration and congress, everyone has been working on this. we've been meeting individually with all the governors. this is the fourth, i think i'm a call we've had with the president or vice president or both. i think this is terrific considering how busy everybody is. but all the governors spent yesterday on a conference call to decide, there were numerous requests. there w

join me now is governor larry hogan.ernors are certainly in the front lines of the way the system works and i think it works pretty well. how are you prioritizing your decision-making for all the things that you have on your plate right now? >> dana, it's very hard to do because this thing is moving so rapidly, it's not changing on a daily basis or hourly basis, it's almost a minute to minute. we are making decisions as rapidly as we can based on the best information that we can find and i just 5 minutes ago finished a call in washington, and the chairman of the governors association and we had nearly all of america's governors on the call and we will have another call tomorrow with the vice president senior leadership here in we are sharing information and communicating back and forth with one another. as i mentioned in the lead in, closing all the bars and restaurants and not having enough supplies and ventilators and personal protective equipment, and test kits and calling up the national guard these are decisions tha

in an interview with larry hogan, a republican, told me he's concerned of the mixed messages coming out of this administration. he had a 90-minute meeting with vice president pence who says one thing and he listens to the president who was talking entirely different way about the entire crisis. that's a sitting governor dealing with cases on his state. we are also expressing concerns democrats and republicans about how the president is handling this. there is private concerns among some of my top gop sources. >> the rate cut of the president seems to be agitating, did not have a desire effect in the market. at this point, you have competing plans. the president's plan and the democratic plan that's coming out. who reconciles it? at this point it is necessary, who reconcile the fact that what the president thinks looking like stimulus and success is different than what nancy and team do? >> it is a problem. we never been in this place before. on so many policy issues, democrats and republicans on capitol hill can't agree with the white house. what happens is they don't do anything. that'

. >> we also just heard this morning on "new day" from maryland republican governor larry hogan. here's what he said. >> there is no question that the federal government and all of the states believe that we need more testing. without the tests we really are flying blind. >> the president says he hasn't heard anything about testing in weeks, but multiple governors, i've just named two, many more, don't have the tests. is the country flying blind without enough. >> i think we all want to see more tests happen. i think that is absolutely a priority. probably what the president was saying is that he hadn't heard there was as great a need in a few weeks because everybody has been working so hard on getting it out. and that's the point of having these calls with governors is to hear from them. so, you know what we heard last night from secretary azeclex az and the president is we got a million tests now that have gone out, and most importantly we have this new abbott labs test, a rapid test that will give us an answer in five minutes and no answer in under 15. so that's going to help.
