take that up with the majority head of the house of representatives shortly and ahead of that larry sabato. larry, you are an expert on all things presidential history and were with me four years ago when it was a lot cold it and there were almost two million, and we are told 500,000 or 700,000 this go round. what do you make just of this crowd versus last crowd, historic last time, business as usual this time? >> inaugurals for a second temperature are flat. that's because we already know the president. we know the president's staff. we know the president's cabinet. we certainly know the issues. i don't think there is nearly as much as excitement but there will build more fireworks. >>neil: do you think the speech, and much has been made that he took it to republicans and stood by entitlements and tried to say, look, we have the spending issues to deal with but we are not going to do it on the backs of the poor, et cetera, et cetera, not very different from the campaign stump speech or what he said after the election, is that what you do in inaugural speech? >> it is what you do when you

apparently, according to larry sabato at uva, political scientist, 88% of southern republicans voted against the fiscal cliff deal, 88% of northern republicans voted for it. so a lot of southern republicans think why should we be bailing out these blue states in the north? and northern republicans say hey, we're donor states, we send more money to washington than we get back and we bailed out all of you red states so there is a lot of anger about this, and it was stupid to deny federal aid -- >> no it wasn't. >> to the victims of sandy. who are still living in shelters and suffering. >> $60 billion bill that died, that did not just include sandy stuff. that included fisheries in alaska. and american samoa. pongo pongo is more than 7,000 miles away from the jersey shore and money going there was not necessarily an emergency. and they right away passed the billions for new jersey. >> boehner by the way had an election as to whether or not he is going to be returned and he was return and i think the difference was two votes. but secondly, let's get the calendar straight. boehner said yo

and something that the university of virginia political scientists larry sabato said just the other day the post world war ii average for that six year itch mid terms is that the opposition party does, in fact, gain six seats. so, can the republican party hit that average? and what do you think about that more right leaning senate that the congressman just mentioned? >> i think it's certainly possible. i believe professor sabato is absolutely correct. we could pick up six seats. historically we know in midterm elections we know they don't favor the party in power of the white house. the president has an uphill battle. the other time you have good news any time you have incumbent democrat seat pop up. the g.o.p. hasn't fielded the best candidates and primary system did not vet them like they should. the onus is on republicans to find the best candidates we have. i will remind the congressman when you have decades long senators who leave as in west virginia and iowa, you are going to have democrats lining up to beat the brains out of each other and there t. there is going to be very ugly
