larsen wants to be recognized. >> thank you. i want to enter into the record a letter from clark wrote regarding issues she has around la guardia. >> so ordered. with that, we recognize first general skoboll for an opening statement. >> members of the committee, thank you for inviting me to testify on efforts to modernize the national aerospace system. faa has undergone considerable change after congress granted several important reform of stories. faa is also in the midst of a multibillion-dollar effort to improve the efficiency of its aircraft system. my testimony today will highlight several challenges we have identified through ongoing and recently completed audits as it tries to meet its modernization and reform goals. first faa has instituted a number of important reforms such as establishing the air traffic organization it has yet to fully adopt sound management practices such as easing metrics and goals to assess productivity. without such practices the reforms will have little effect on lowering costs growth for improvi

larsen: thank you, mr. speaker, and i rise in support of re-authorizing the national estuary program. i want to thank mr. gibbs and mr. bishop on the subcommittee and of course my colleague who i share the aviation subcommittee with, mr. lobiondo, for their leadership on getting this bill to the floor. estuaries are a critical habitat for salmon, for birds, for many other species in the pacific northwest. where we know that protecting our natural resources is good for our environment and good for our economy. my district is on puget sound which is our country's second largest estuary and a key driver of our economy in washington state. trade, fishing, tourism and outdoor recreation in our region create and sustain thousands of jobs and all of these activities are dependent upon a healthy puget sound. i've long supported estuary restoration in the pew jet sound region -- puget sound region including the largest title marsh estuary project in washington state. estuary restoration can also be a key component f

larsen: as a father of two teenage boy, my heart breaks as i consider the families who were given the worst news imaginable as a result of this horrible event. healing is a difficult process, especially as we approach the thanksgiving holiday. marysville and talala and the surrounding communities have shown their strength and resilience by celebrating these young people and giving thanks for their lives, although these lives were cut terribly short. these students. and a celebration even of the life of the shooter. our thoughts are also with nate hatch and his family as he continues to recover. we all want to thank our first responders in the mare -- and the marysville high school staff for their quick action on that sad day and we want to thank the talala community for their resiliency and the faith communities in the area for opening their buildings and their arms to the grieving population. everybody involved deserves our thanks and prayers. for our first responders, you put yourselves at risk to keep our children safe. i know i speak for our whole community when i thank you for yo
