las vegas is one of the fast-growing areas in the country. it's a relatively new city under constant construction. but because it's in the arid mojave desert, the challenge of las vegas is supply. woman: all the growth and everything that's occurred in southern nevada has been with colorado river water. without it, the west as you know it today couldn't exist. narrator: to sustain their growing community with its limited supply, las vegas learned to be extremely efficient. mulroy: this is a desert, and it has its own beauty, but you have to get beyond what you're used to. as long as people recognize they're moving to the desert and give up this notion that they have to bring eastern vegetation with them and make the necessary adaptations in their own life, desert communities can continue to live. man: the biggest water user in the desert is turf. turf uses a lot of irrigation and uses spray irrigation, so what we've done here is use artificial turf. you're never going to be able to achieve the look of back east or the look of, say, california

las vegas has adopted a drought tolerant ordinance. we're using less water today than we used five years ago, despite over 300,000 new residents. i think it's a pretty amazing example as to how a town can really turn on a dime if there's the political will and if the public gets behind it. narrator: even the casinos and resorts have adapted to efficient water use. mulroy: the las vegas strip uses only 3% of all the water that we deliver. and when you think about it, it's the largest economic driver in the state, the largest employer, bar none. they knew they had to go the extra mile. and they've embraced conservation. and it's almost beyond belief that they're right now in the process of building another 15,000 rooms. southern nevada recycles 100% of its wastewater. so for every gallon we put back in the colorado, we can take an additional gallon out, or we send it to reuse facilities. and we deliver it to golf courses and parks and other outside applications. man: water's about a third of our budget. that's a lot of money. the lake ri

it is something we talk about a lot in las vegas. we appreciate and people -- when people spend cash in vegas. we will welcome just about anybody to come to las vegas and spend cash. nevadans are hurting with 12% unemployment. we need to get people jobs, reinvest in our community, and pass a regulatory structure people are willing to reinvest in. the online media has been very active in following the different developments along the trains. we had a couple proposals two years ago. bloggers have followed it keeping track of how much money is spent. social media has played an important role in highlighting that spending, the different proposals, and what will be best for the future of las vegas. influenceal media's on the conference itself? guest: it has played a tremendous role. there are individuals sitting in hot tubs on youtube. we tried to come up to a -- with a music video. i am not that good a singer and cannot play the guitar. we tried to come up with something to have some fun. they were too good and have too much money to spen

there are thousands of las vegas style slot machines and table games here. the state hopes this is a big win for them as well because right now an estimated 14 million people already come to the anne arundel mills mall. they're expecting that number to jump tremendously now that this casino is here. >> this is a world class gaming entertainment attraction. it's going to attract people from all over the baltimore/washington market, right? we're going to spend over a mill -- send over a million dollars a day to the education trust fund in maryland. we'll be the no. 1 taxpayer in the state. >> reporter: so again here at anne arundel mills you can see that traffic is a nightmare. you have mall crowd and now you have the casino crowd as well. so again imagine what it will be like on the weekend with all the shoppers and you have the people coming here to the casino because it's pretty limited parking and the lines are already around the corner. people are being turned away from the casino, but this is what they expect. they want the crowds who are here shopping a

apiece, included bonuses to five executives placed on leave in connection with that nearly $823,000 las vegas conference including a payout to jeffrey kneel lee, now infamous for that bathtub photo and 2400- square-feet hotel suites. now there's a new report of even more bonus going to gsa officials while under investigation for misconduct. the kansas city star obtained a senate analysis identifying $1 million inbonuses since 2008 going to officials suspected of wrong doing. the report identified bonuses going to 84 employees under investigation receiving as much as $40,000 apiece over five years. those numbers don't include the bonuses our investigation uncovered last week of payouts to the officials linked to that las vegas scandal. we got a response tonight from the gsa saying that this bonus situation, specifically bonus money going to people under suspicion of wrong doing, is part of the top-to-bottom review going on right now at the gsa. matt. >> some of this is really hard to believe. my question is who's in charge of approving and dolling out some of these bonuses? >> these are perfor
