now, lastly, according to an economic survey done at boston university, the extensively analyzed medicare advantage payments, and they found that just 14% of the additional funds that these private plans have received have gone to benefit medicare enrollees. the vast majority of the payments, 86% go to profits, c.e.o. salaries, corporate jets, all these other things, or they might even, some of them, may go to things like gym memberships or spa memberships. i raised a point the other day, why should my medicare beneficiaries in iowa have to pay more in medicare so that a medicare beneficiary, say, in arizona, in arizona can go to a spa and have it paid for by medicare advantage? paid for by the subsidies of of $12 billion that we give them. that come both from taxpayers and from medicare recipients right now. so i don't think it's fair for my seniors and i to have to pay for that. now, a lot has been said about all the people that are in the medicare advantage plans. i looked up the figures. right now, nationally, only 18.6% of all enrollees are in medicare advantage. a little less than o

and lastly, for someone like me that represents a lot of rural areas and small towns, we have increased in the manager's amendment more work force. we're going to have more people for rural and underserved communities. we'll increase the funding in the training programs for rural health providers, so small towns and rural areas of the country have a big boost in the manager's amendment. we're going to put more money and more loan repayments for people who want to serve in underserved areas, in rural areas, make sure that they don't have to go someplace where they get a lot of money to pay back their debts for medical school. we're going to be providing some of those payments so that if they serve in a rural area or underserved area. so, mr. president, i know we have now an hour to listen to the republicans tell us why we ought to put this off for another century or so, i suppose, but the people of america know the time has come now. we are committed to this. at 1:00 a.m., we will have the 60 votes, and we'll get this passed before christmas. it will be one of the best christmas presents

lastly, the other guys were here and testified, secretary gates and then, also, admiral mullen.and i think that i know in my district, i think throughout the country, there really is a great concern of the four guys that are under indictment or whatever you call that in the military. and i think the concern is, is that somehow we're being caught up in political correctness. i wanted to tell secretary gates i didn't get a chance to ask a question of him but arkansas played texas a&m, you know, earlier in the year and beat them in texas stadium. but, you know, in the heat of that battle, you know, if somebody hit somebody in the mouth, they'd be suspended for a game. and i know it's different, you know, the situation, but it's not that different. and i guess what i would like from you is just your reassurance. i know through the years, you know, people have stood up for me. your reassurance that you are looking into that, you know, and shepherding that process. i know you can't get involved directly at the point it is now. admiral mullen indicated that he had confidence with the p

lastly, the faa has taken major aerospace redesign in new jersey and new york -- airspace redesign.s has raised safety concerns. it increased -- it could increase the noise levels over many parts of new jersey. in 2007, the faa dismissed the noise problem. we cannot say in good conscience that the quality of life and issues affecting hundreds of thousands of people should be considered a redesign sacrifice. there is also concerned about living in the path of an airport. can we count on you to do that? and also, are you willing to hold a town hall meeting in new jersey to address the safety and noise concerns regarding aerospace design projects? >> yes, sir. i indicated in the past that i think one of the areas that we have not done well is when we talk about airspace redesign, people immediately focus on newly dotted lines that could not go over the area in which they live. we talk about their design, we have a couple of things. we have a new contract with the air traffic controllers association. we are making efforts to having much better dialogue and ability to communicate them. t

and lastly, i'm a board member of adolescent health alliance. and health and education is so closely tied together. and we talk about losing our children and that junior high school area i hope that at some point will be able to pay better attention to adolescent health. >> thank you, i agree with you. we have to get them to college. but we have to keep them in college. we don't spend enough time on college retension. but just getting successful delta. >> kimberly, i know you're happy to hear. that we're trying to get trio programs funded for the purpose of keeping -- getting young people to get into college to actually graduate. they're young rate of those that get in and don't complete has become a challenge. access to college is one. and we're doing okay on that. finishing college is the new challenge. yes, ma'am? [ inaudible question ] >> my question, a lot of the administration's focus in education is looking at closing down schools that have not been good for decades. and the kids talked about this through this easy issue, no big deal like

lastly, when were we expecting this virus to mutate?o even though early on, when you have that gap, there's a lot of stress on the system and actual distribution of the vaccine as to who gets them, is the responsibility of the state and local authorities. the federal government essentially bought all the h1n1 and made it available to the states in a prorated population related formula. how it was distributed in the states valleyed on how the local authorities and state felt would be the most efficient way to dráu)ibute the h1n11. the seasonal flu vaccine we have distributed more of that this "tsjáÑ because it was available early on. because we wanted to get the people vaccinated waiting for about 114 million doses have been distributed. your last week or question about when it would mutate. you can't really predict that but for sure they will and how they mutate. whether they veer from vaccine protection is difficult to say. this is important for the message and thanks for trying get the message across about getting people vaccinated ri
