latourette: i would like to call up the latourette amendment that has been pre-printed in the record and made in order. the clerk: amendment number 540 printed in the congressional record offered by mr. latourette of ohio. the chair: the gentleman from ohio, mr. latourette and member opposed each will control 15 minutes. the chair recognizes the gentleman from ohio. mr. latourette: i thank the chairman very much that we are going to reduce the time limit on this, 10 minutes per side and i will move through it. little issue of the drafting that we will address in the debate and may have a motion at the end of my discussion but i am honored to be joined by mr. gibson and mr. dent. i hate across-the-board cuts and i don't support it but i have to tell you that this c.r. as it currently stands is the by-product of the fact that we didn't get any appropriation bills done last year and have a deadline of march . i don't think the chame of the full committee likes the c.r. that we are considering. if he did, he wouldn't have been required to write it three times to get the bill to the floor

latourette: mr. reed is a new member of the body and i appreciate him coming to the floor to offer the amendment. the seed mr. reed holds used to belong to our dear friend mr. holton who was a champion for many years in this body. although we welcome mr. reed to our company, we oppose his amendment. in the c.r. we reduced the u.s. mexico border program by $7 million, from $17 million in 2010 to $10 million in the continuing resolution. it's a 41% decrease. this action taken on behalf of the committee reduces the c.r. level to a level below the increase that was added in 2010 by the previous majority party over and above president obama's request. this is a plan we plan to have actions with the e.p.a. we hope to have a better understanding to why we should look elsewhere based on programmatic needs. i recommend our colleagues vote no on this and given what we achieve we intended to achieve given the c.r. and that is to take the necessary first step in passing programmatic process and look at the needs

latourette: amendment number 259 will cuss dollars from renewable energy office. currently h.r. 1 funds the office of energy efficiency and renewable energy at $1,467,400,for the remainder of fiscal year 2011. this amendment reduces that amount to $1 billion. this authority receives $28 billion in stimulus funds and it was appropriate in fiscal year 2010. while citizens are struggling to pay their bills, it would be difficult not to cut $70 million from this office. with americans struggling with higher gasoline prices and other fuel costs rising, congress should focus on legislation to utilize resources we have available to drive prices down. the free market is the best price for technological and reducing burdensome regulations to have companies bring new technology when it comes to be cost effective with a deficit and the share of the national debt scheduled to triple, i have serious concerns with spending funds that have massive increases from stimulus spending. the president released his budget proposal which reflects a pattern of record spending and higher t
