we're seeing record numbers of high school students, minority students, going to college which is laudable, but when they get to college, keeping them in school and then finishing the graduation is where many go off the rails. talk about that issue and what do the numbers look like for you? >> our numbers are great. and the funny thing it's not rocket science. i think all college students come in, despite their ethnicity, the independent nature of college, the lack of accountability like you don't have your parents wagging their finger or knocking on your door about your homework. i suffered maybe a semester or two where i floated around campus went to south carolina state university and graduated in '94 to '98, but again, i think with dmsi and prince george's because it is a junior college, two-year institution, dmsi we will wrap ourselves around them, that on campus. we're going to guide them. again, relationship building. trust us. we know where you're trying to go, let us help you get there. but in terms of dmsi numbers we're talking about record increases in terms of our retention rat

i agree that the proposed regulation specifically attempts to equalize spending which could be a laudable goal. i think wyoming may do that it may be the only state that does that but the federal law says you may not do that. let me move to miss winegarten in a moment. you mentioned in your testimony you were not only concerned about this regulation either contradicting or not following specific provisions of the law but what that might mean for future regulations. my understanding was that the whole discussion or most of the discussion fixings no chd left behind, the discussion we would keep federally-required test and expand the amount of data used to let people know what the results of the tests were, but what to do about the results of the test became the responsibility much those closest to the children, classroom teachers, the school boards, the governors, the legislatures and the parents. that's called the accountability system. what about what the department is doing with this proposed regulation worries you about what might happen with future regulations involving the so-called a

is that a laudable goal? does it help? does it help remove some of the inherent biases, or do these folks tend to take on the institutional biases of who they work for? >> yeah, i mean i think that's an interesting question. there's definitely when you look at certain police departments there's huge disparities in, you know, the demographics of the police department versus the demographics of communities, and certainly that's a problem when you know 60% of the community is black, let's say, and 80% of the police force is white. however, i think it's still this sort of institution of power that we're targeting, and what that means, and as we saw in baltimore with those police officers, it was, you know, a very diverse group of police officers. and i think what it is, is we're not sort of saying why people can't be police officers or that's the issue. it's what this sort of badge has historically meant in terms of sort of tormenting and targeting our communities and really challenging that. so i would say diversity of police
