owning his own laundromat has been a dream of paul fields since he was a kid growing up in san francisco. snowfalls has to do their -- >> everyone always has to do their laundry. >> reporter: now after almost 16 years his landlord is pushing him out by raising the rent from 4,800 a month to 11,500. >> if isn't easy for anybody to literally go up 140%. you're making your money a quarter at a time, but in doing so there's no way you can come up with an extra 7,000. >> reporter: paul said to operate his business it already costs him 13,000 a month and he can't keep up with the forced increased costs. >> i'm sad. there's no rights for tenants. that's something for commercial spaces. we have no rights at all and as much as i research and look, there's nothing i can do. >> reporter: paul received a letter from his landlord's attorney in may saying in part, " your landlord has been and is very generous to you. the landlord has not charged you market rent and could have done so since october 1st, 2015. you have been able to stay at the premises for almost three years with well below market rent.

this is also happening at time when laundromats are actually closing or they're being demolished. and so we need to remember that there are people that may be affected and to make sure that we have things in place as safeguards. the other reality, which is really ugly is there are some very bad actors out there who have been abusing permits, getting serial permits, etc. or going ahead and actually digging out the backyard saying they were doing landscaping. a permit was there just for landscaping. but the entire yard was dug up so that a foundation could be laid to put in three a.d.u.s. this is outside of the building envelope and this is today. so these are -- these are people who will be affected, of course, by any building and so what safeguards are in place to ensure that they can continue to live in their home while building is happening without risking their health as well as -- and again there will be those who try to get around that. so, we need to make sure that we have safeguards in place, that there is safe construction and that services are not cut off by intent to get

the proposed project would merge three lofts into a single lot and demolish an existing laundromat and construct an eight story building. the planning commission approved this application in november of last year. the decision of the board of supervisors turned on a single argument that the shadow announced was not adequate. specifically the board found that the planning department should have considered shadow impacts on the early education school as a potential environmental effect. although at the nearby school is not currently enrolled in the shared schoolyard project, it should have been treated as such, assuming the school is likely to be included in the program in the future. the appeal also raised issues related to growth projections, relied on in the e.i.r. for the eastern neighbourhoods plan. cumulative transportation impacts, and impacts of noise and dust during project construction on the adjacent school. the board's action to appeal the appeal avoids -- avoids the approval of the project. it must return back to the planning department for processing consistent with the boa
