laura's law does work laura's law is implemented or something similar to it in this state's and rests on the assumes that most people are law-abiding citizens and will stay engaged in treatment. it's been in nevada county mayor ed lee i think talked about the results in new york state ken raze law and laura's law is modeled after that and the results have been similar to what new york state has seen. laura's law way fully implemented in nevada county in 2008, it wasn't implemented out of the kindness of a supervisors heart it was implemented as a result of a court settlement that we made with the nevada county. but since it's implementation there's been an enormous buy in but all facts and circumstances in nevada county they've been encouraging way beyond what we anticipated. of those referred to assaulted out patient treatment over 50 percent engage in treatment voluntarily so the com pully aspect of laura's law is not used more often than used it's important to remember through so there's a collaborative progress whereby the clients meet with the judge and through a process do engag

if laura's law were in place the situation i intrikd wouldn't have happened. it's a compassion at the law for families and individuals to make sure they have a right to treatment here in 0 country and locally. we all know with very a mental health crisis here locally. the recent report featured in a national publication had more than 33 million americans suffering from mental illness and others such as schizophrenia and bipolar disorder and major depression and over 3 and a half million not getting the care. laura's law provides the outpatient treatment for people as a result of the minldz can't access the community benefits. those will hope help those who need it the most not only those but we need to be clear not everyone will qualify there are restrictions to qualify you have to determine not to survive dinl on your own and have a history of hospitals and be diagnosed with mental health protons problems. having been offered this opportunity for treatment but be substantially deteriorating in our community. i'll argue our headlong health system is one of the

laura's law focuses on those individuals and it is important that as we talk about laura's law it is a focus on the individuals in getting them the help they need and cannot seek themselves. of the 44 of other 50 states that enacted similar laws there have been dramatic results. [speaker not understood] law in new york state called kendra's law. 74% of folk experience fewer homeless necessary. [speaker not understood]. [speaker not understood] 87% fewer experience incarceration. it is also a cost saver relieving the burden not only on our public safety personnel, but on our public safety infrastructure of emergency rooms and hospital beds. and also a positive resource, again, for those families surrounding them. again, i want to thank all of my co-sponsors, supervisor wiener, breed and tang, mayor ed lee, i want to thank barbara garcia for her support during this process and the numerous people that came out to discuss their support for laura's law today. i also want to make sure to note that as we talk about this and certainly in the context of homelessness here in san francisco, th

good morning to you, scott and laura. to the right of me, lake cunningham park east san jose and a few hours late this morning is when stage three of the amgen tour will be leaving here. this is a third of eight stages taking riders on a 720-mile trek down the coastline of california with ending sunday in southern california and today's is around 108 miles, considered to be perhaps the most grueling. if you look at the map, you can see why because you've got two monster climbs. it starts off with mt. hamilton and a lot of switch back up that mountain and then you come down into the livermore valley where you're going to be at high noon. and that's where we're going to see those temps. livermore, of course, one of the hottest places in the bay area. and that is only going to prepare the riders for the final climb. almost 11 miles up mt. diablo. it's considered just to be very, very brutal. and what the race organizers are doing, they are going to have a car, this hydration mobiles, if you will. they will be there to provid

i'm scott mcgrew. >> i'm laura garcia-cannon. we're following crews in southern california getting ready for another fight as strong winds, wind gusts, rather, threaten to whip up a fire they have been threatening to put out since yesterday. the fire is burning in san bernardino county. so far it's burned more than 1,000 acres. at one point, officials say wind was blowing up to 70 miles an hour, spreading embers across the hillsides. more than 1,600 homes were evacuated but those orders have since been lifted. >>> certainly dealing with the weather there and check our own forecast as we give you a live look outside at san jose. here comes the sun, but, goodness, it was kind of warm even overnight with no sun. >> that's right. 6:30 and looking good. now everybody has that song stuck in their head. balmy out there to kick off the day. 65 degrees in san francisco. you're one degree shy of your average high for this time of year. you can tell, another warm one and part of the reason why is because of that warm start. we will see onsh

this morning, supervisor mark farbl said he's pushing to fully implement laura's law here in san francisco. while it's already california law, each county must pass the rules individually. farrell has the support of three other supervisors, the mayor, the police chief all who stood behind him today. under the law the courts can require outpatient men health services for people who won't voluntary seek treatment. there have been several failed attempts to pass this legislation. that's why farrell says he's also planning to put the issue on the ballot this november. >> if we cannot pass laura's law within the walls of city hall, i think the voters should decide the outcome. this is the compassion option for families and individuals to make sure they have a right to treatment. >> reporter: the law is named for laura wilcox. she was shot to death in 2001 by a mentally ill patient at the nevada county behavioral health department. her mother spoke here today and said the man who killed her was forced into treatment only after he was convicted. >> this just seems totally backward. we wait until

back to you, scott and laura. >>> update to breaking news.rowing fear this morning for an elderly south bay couple. their mobile home erupt under to flames overnight and now no where to be found. the fire broke out around 2:00 this morning on boregas avenue not far from highway 101 and 237. christie smith joins us live by the fire scene and, christie, what are neighbors saying? >> neighbors are saying they thought this couple was at home but no one has seen them since the fire broke out. but it does look like fire investigators are finally starting to get a look at it. i mean, this unit was so badly burned that they basically had to take a defensive posture and were spraying water on it, even when we arrived maybe 30 minutes ago. so, now, they're getting a chance to at least have a look after a huge fire at this cape cod village mobile home park. started around 2:00 this morning and tore through one unit. neighbors who had to evacuate and a second alarm was called because these homes are just so close together. some say that they even thought

good morning to you there, laura and scott.or the average joe at home for a few months starting in august you can come and take tours. 300 concourse where a lot of the concessionary stands are. selling chicken, panini, prosciutto, egg plant, hot dogs and nothing says the nfl to me like a vegan dog. so, we're going to have lots of food. this will be the main concourse and if you look around you can pan over to the right. they're supposed to have the stadium ready in time for the august 2nd major league soccer game. the 49ers and the construction said, yes, it looks like a lot of work to be done, but they will be finished. i want to show you what the actual stadium looks like on the inside. this is where the people will be sitting when they come to watch these games. and as you walk out here, i'll tell you, quite a view out here this morning. just moments ago, about 15 minutes ago, the sprinklers turned on on the brand-new grass. come on down. i want to make sure aaron doesn't trip. step, step, all right. step. all right, here we
