laura anthony begins our coverage tonight with a look at that question in the east bay. >> reporter: so far governor newsom and state officials have been mum but the superintendent of california's largest district in los angeles has already said, he believes covid vaccines will be required for public school children. much like those for polio and measles. here in the bay area, districts are awaiting guidance from the state. >> it's certainly encouraging to know that the vaccine for 12 to 15-year-olds is on the horizon. but right now it's just too early to tell. >> reporter: meantime the california teachers association is yet to take an official position. quote the opportunity for students 12 and up to be vaccinated represents another hopeful avenue for getting this pandemic under control and ensuring the safety of our schools, communities and families. >> students are getting covid- 19 and you know it is still spreading. so vaccinations are essential to making sure that we keep our students safe. >> reporter: the university of california and cal state systems both announced vaccines

laura anthony is live tonight at the residence. just maybe a 15, 20 minute drive from the rail yard. lori you have brand new surveillance video from the neighborhood tonight. >> reporter: we do, dan. it is chilling video. this was taken by a surveillance camera, a neighbor directly across the street. he actually had to go back to his home and look at that video once he learned what had happened. let's show it to you. this is what we believe to be the suspect leaving his house casually it appears this morning. he's dressed in what appears to be his work uniform. he even has a mask on as if to protect himself from coronavirus. and then he casually loads a duffel bag into this white pickup truck that was outside of his home and as if he were going off to work. then a short time later the same neighbor with his cell phone realizes the house across the street. the same house is on fire. he walks outside of his house. he starts shooting the fire. the smoke with his cell phone. and realizes that this is an emergency situation. s that fire

laura anthony joins us live with more on what we have learned at the home. >> reporter: hi kristin. we have heard a lot in the last few minutes. got some chilling video from a neighbor. that is the video of the suspect leaving his home casually just after 6:30 in the morning. we think this video was shot. it is surveillance video from this neighbor. it shows this man leaving his home casually with a duffel bag, putting the duffel bag in his truck, driving away as if he were heading off to work. then it later, this neighbor gave us a separate piece of video he took from his cell phone as he was leaving this morning. that shows this home across the street fully engulfed in flames. we think the cell phone video came. there is confusion but the cell phone video was shot maybe a few minutes after the surveillance video that showed the man living in the house believed to be sam cassidy casually leaving as if he were going to work. this is what he had to tell us about what he saw this morning. >> i saw him. i talked to him and said hi but he never talked to me and said hi. he would look an
