[laughter] the congress of the united states and when we have the articles of confederation and the idea proposed by james madison and it moves slowly so 12 years later they got around to doing it. and what happens they allocated $5000 to purchase a few hundred bucks it was 300 books or for maps or something and that was the library of congress. what happened as congress move down here the library of congress was in the building and that's where it was. and then the british came in 1814 they burn the library of congress so the books were gone that's when thomas jefferson said i will sell you my library which
