i want to zero in on one thing we learned from laura cooper. she was talking about the confusion and unease and serious concern for this holdup of $400 million of aid for ukraine. she was at the pentagon and unclear even dealing with her ukrainian counterparts how that money would be released. one important point she did make was all the agencies at the federal government were united in this desire for ukraine to get that military aid, they had done enough to combat corruption. one agency was the exception, office of management and budget led by the acting chief of staff, mick mulvaney. he has been subpoenaed to testify on the hill and he has defied that subpoena. what we will see later this week, wolf, three of the key witnesses in this impeachment inquiry talked about this rogue policy led by rudy guiliani in ukraine. >> reporter: the impeachment inquiry bursting into the open this week. historic appearances by witnesses who gave damning testimony behind closed doors and quid pro quo in ukraine now set to do it for the world to hear. democrat
