. >> i'm laura garcia-cannon. we have a strong rain system moving into the bay area. christina loren is tracking the system minute by minute. >> now we are starting to see our first delays of the morning out of sfo. you have about an hour delay. yesterday we saw a ripple effect. so by the end of the day, even after the weather cleared, we were three hours late. so as we head throughout the afternoon hours, it is going to get worse before it gets better. in fact, it will get a lot worse. we have lightning firing off in the northern-most portion of the california coastline. all of that activity is going to continue to push south to our area. as we head throughout the morning, by 9:00 a.m., take a look at what we are looking at just as we wrap up the morning drive. heavy rain will have already come through santa rosa starting to spread to the east into the east bay at that time. then we'll see heavy rain for several hours. flooding, the potential will continue, of course, we have the threat for some strong afternoon storms. we'll break it all down for you, but first, you

i'm laura garcia-cannon in the nbc bay area newsroom continuing to follow the massive earthquake that hit japan this morning. it triggered a tsunami alert across 19 different countries. here's some video we are getting in from japan this morning. even for a country used to earthquakes, this one is massive. and now people that are trying to escape and get to higher ground, they are having a hard time dealing with so many aftershocks of the 6.0 and over range. large fishing boats and other sea vessels rode high into the waves into many cities crumbled because of the massive quake. you can see the floodwaters from the ocean inundating the area. some trucks and homes were picked up along the way, literally just slamming into overpasses. upturned and partially submerged vehicles. it is a massive mess. waves of muddy water swept over farm lands near a lot of outlying areas, carrying buildings, some on fire. spontaneous fires broke out in many areas jack. pan declared a nuclear emerge y emergency. they have plants that automatically shut down. many developed mechanical failure after the shut

"today in the bay's" marla tellez is outside to explain what could happen now. good morning. >> reporter: good morning. pg&e did meet at 5:00 deadline last night by electronically filing the documents to the public utilities commission here. but the problem is the paperwork is not complete. this is regarding its pipeline safety. pg&e says it turned in records for close to 92% of its natural gas transmission pipe lines. this means 8% is still missing. the records are specifically for pipelines that run beneath densely populated areas. as a consequence regulators may order pg&e to complete more extensive water testing through its pipe lines to make sure they are safe. the company could be ordered to cut the pressure to more than it has, or pg&e may have to pay some big dollar fines. again, the california may decide how to handle the incomplete paperwork. laura. >> thank you very much, marla. let's check

"today in the bay's" marla tellez is live in martinez with the latest claims as this investigation is really widening. good morning, marla. >> reporter: good morning, laura. yeah, we are at the contra costa county courthouse. this is where danville police officer steven tenabe is expected to be arraigned some time soon. now after being arrested on friday he posted bail from the connecticut jail here in martinez over the weekend. now he faces drug and conspiracy charges in the investigation into norman welsh and chris butler. welsh, a commander, put loser butler, a private investigator. they were the first to be arrested in this ever growing and drug corruption investigation. prosecutors allege tenabe and welsh would industrial drugs from evidence lockers and butler would sell the drugs. this is among other al
