joining us from fox business network is lauren. what's up?now researching ways to regulate payday loans federally for the first time. these are small loans and do typically on a borrower's next payday. but the fees ae tached to them are so high the borrowers can't pay them back so they take out a new loan creating a cycle of debt. the industry for short-term small loans is big, like you said, it is pegged at $46 billion. and it targets lower income folks who mostly need the money just to cover basic necessities. payday loans are legal in about 30 states where they're not prohibited but sometimes do have restrictions. now the cfpb is looking to regulate them and maybe other types of lending as well such as installment loans or car title loans. critics say in the federal rules are too stringent, they'll cut off a form of credit for millions of americans. at the center of the regulations being considered are, can the borrower pay the money back? if they cannot, protections will be made to prevent them from rolling over the loan should their inco
