lauren fox is on capitol hill. lauren, senator hawley defending this position. it defies the gop majority leader, the senate majority leader, mitch mcconnell, he did not want republican senators to do this. >> reporter: that's right. you can expect that josh hawley is hardly the most popular lawmaker on capitol hill right now when it comes to his connection with his colleagues in the republican conference. look, hawley is defending his decision. he is telling us that essentially he told leadership this is what he was going to do, he gave them a heads up, but hasn't said how many states he plans to object to. this could go on for hours, there could be theatrics on the house and senate in just a few days. this is what he said. >> this is my opportunity to stand up and say something, stand up and point out there were irregularities, there was fraud, nobody disputes that. there needs to be change. our election laws need to be changed. we need election integrity measures obviously and yet congress has done nothing and they won't do anything unless somebody stands up

let's go to capitol hill and my colleague there, lauren fox. and lauren, has he said why he'll be doing this? >> reporter: well, essentially, what was expected to become an effort from house republicans -- there were a few of them who wanted to object to the certification of a few electoral college results -- has now become something that is going to erupt in a circus in just a week on capitol hill. essentially, i want to take a step back, because any member, if they are joined by a senator, can object to the certification of an electoral college result from a state. usually, this is sort of a ceremonial moment on capitol hill when the vice president presides over this whole endeavor, but what we expect to see next week, essentially, is we have josh hawley, who says he will now join with a group of house republicans to object to the electoral college certification in the state of pennsylvania. once that happens, then the joint session of congress will break up, they will each deliberate separately for two hours. so it takes a good amount of time

let's get right to cnn congressional reporter lauren fox. lauren, senator majority leader mitch mcconnell not 0e78 blocked the bill that would quickly get larger payments to struggling americans but he introduced a demand tying demands by president trump delaying and perhaps dealing with a vote right now he doesn't want to have. >> that's exactly right, bianna. for americans watching this morning hoping to get those $2,000 stimulus checks, right now it doesn't look like there's going to be any action in the u.s. senate on its stand-alone bill to deliver that money to americans. now, we do know the $600 checks that were already part of the original bill that the president signed just a few days ago, those checks are starting to be deposited in americans' bank accounts but as far as getting more money to these individuals, that doesn't look like it could happen any time soon. like you said, majority leader mitch mcconnell has essentially created an option where if needs to bring something to the floor -- and it's not clear like he feels needs t

cnn congressional reporter lauren fox joins us now from capitol hill. lauren, what is mcconnell going to do here? >> essentially mcconnell is making it very clear to the president that he doesn't intend to take up a stand-alone bill any time soon, despite the fact president trump has threatened republicans on twitter essentially asking them that unless they have a death wish, that they should bring up this bill. mcconnell has always played the long game when it comes to demands from those within his own party, especially when it comes to president trump. and while, yes, he did file legislation yesterday that would essentially give him an out card if he needed to bring something to the floor, there is no indication at this time that they will even vote on that piece of legislation. essentially what it would do is tie together several controversial provisions with that $2,000 check. essentially it would make changes and get rid of section 230, which would protect companies like facebook and twitter for what is posted on their websites by third parties. and

congressional reporter lauren fox is live on capitol hill, and cnn's white house correspondent kaitlan collins is there in west palm beach. but lauren, i want to start with you. what does this all mean, hawley objecting to the results, other than just a messy circuslike floor debate? >> reporter: well, again, brooke, like you said, joe biden is going to be the president. that is not going to change, no matter how messy things get next wednesday on capitol hill, but it is important to remind viewers at home that, essentially, the rules of this entire electoral college certification process are as follows. essentially, any republican joined with a house republican and a senate republican can object to the certification of an electoral college result in any state. now, they had to have that senator. and for a long time, even though there were house republicans meeting with the president, strategizing with the president, there was not a senate republican willing to take up this torch. therefore, they weren't going to have to really go through this entire rigmarole on capitol hill. now they

cnn's lauren fox is on capitol hill this morning. ths, are they really going to go home without a deal? >> reporter: we're talking really about eight days. that's how long they have until the next spending deadline. and you know, what the expectation has been all along is that if you're going to do something on the stimulus bill you have to do it if it's riding on the spending bill that's because it's the last train leading the station. but the bipartisan group is still stuck on how to deal with liability insurance. that has been a red line for republicans, something they need in these negotiations and you have a lot of republican senators in leadership throwing cold water on the bipartisan group's framework at this point saying they've done a lot of good work but at this point it needs to be a negotiation between majority leader mitch mcconnell and house speaker nancy pelosi. they are the only ones who can sort of solve for these outstanding issues. but we know they've been trying to work on this for the last several months and have

cnn's lauren fox is live from capitol hill. and we're hearing very little from mcconnell on how he's going to proceed when it comes to bumping up the stimulus from $600 to $2,000. what are you hearing from republican leadership? >> well, essentially right now, jake, it looks like mcconnell is just trying to run out the clock when it comes to those $2,000 stimulus checks. interestingly, before he closed the senate for the day, he did give himself a little bit of an option for further down the road if he has to bring something to the floor. essentially what it would do, it would be the $2,000 stimulus checks plus a repeal of section 230. now, of course, that is a poison pill, something democrats likely wouldn't vote for, but it is interesting. it's not a guarantee, of course, that mcconnell would bring this up, it is just something that he has at his disposal if he gets into a situation where something has to come to the floor. now, taking a step back, we have been talking to other republicans today on capitol hill, in fact, my c

"when we talk in private, i haven't heard a single congressional republican allege that the election results were fraudulent, not one. instead, i hear them talk about their worries about how they will look to president trump's most ardent supporters." based on your reporting, lauren, do you hear of other republican senator who is might join hawley in this rigmarole, to steal your word? >> you know, we're keeping an eye out for that. obviously, all eyes on someone like tubberville, who has made it clear he's an ally of president trump. there's also an eye to keep out for people like tom cotton and ted cruz, other lawmakers who may want to run for president in 2024. look, i think there is overall quite a lot of frustration right now with what we saw from josh hawley yesterday. yes, he let leadership know ahead of time, but mcconnell has been privately urgi

cnn's lauren fox is live this morning on capitol hill with more for us. good morning. >> good morning, erica. that's right. democrats have a tough balancing act ahead when it comes to some of these investigations that they started pursuing back in 2019. remember, they were looking at every aspect of the president's administration. whether it was his immigration policies or his personal finances. and in interviews with aides and committee chairman, my colleague, jeremy herb and i have learned that essentially democrats are going to continue pursuing some of these investigations. and i want to look back on a couple of the important ones that they plan to keep pursuing. a lot of them are wrapped up in court. one of them in particular, that fight over president donald trump's tax returns. remember, there was a request in 2019 for the president's tax returns. the treasury department refused. they went and had a subpoena. they are now tied up in court. and i talked to a house ways and means committee chairman, richard neil. he told me that he continues to pursue

. >> let's start the hour on capitol hill and lauren fox. lauren, do we know what senator mcconnell's timeline is for the vote on stimulus checks? >> reporter: we were awaiting the 12:00 speech on the senate floor, there's not much more clarity to report, brooke. he said they're looking over the president's values, things the president was asking for, including the $2,000 checks, but there are no promises on whether or not he will bring it up for a vote. in fact, he objected to a unanimous consent agreement, fancy speak for essentially moving quickly to pass this bill on the senate floor. when chuck schumer, leading democrat, brought it up. now we are in a little bit of flux. we just don't know whether or not mcconnell will bring it up, don't know what the timeline will be, adding in on top of that, the expectation was that mcconnell would be able to vote tomorrow on a veto override of the national defense authorization act. remember, the president vetoed that bill. there are enough republicans to override that veto, but essentially bernie sa

let's go to capitol hill where lauren fox is. uren, president trump is still hoping the house can work on getting the $2,000 stimulus checks. what's the latest on that? any chance the checks reach americans' pockets? >> the house is going to vote tonight on a bill that would essentially change the amount of money in the negotiation from $600 to $2,000 per individual. now this vote is going to happen under a suspension of the rules, which means it will require two-thirds majority in order to pass. but its future in the senate is much less certain. we don't know if majority leader, mitch mcconnell would bring it up for a vote, notably his statement last night applauded the president in actually passing and signing the stimulus agreement but what it did not do was make any of the promises the that the alleges were made to him in this discussion with republican leaders on capitol hill to get him to actually sign the bill. i want to read part of mitch mcconnell's statement to you, quote, i applaud president trump's decision to get hund

lauren fox is tracking this. lauren, what's going to happen?reporter: kate, it is december on capitol hill. that means lawmakers are running up like you said against three critical deadlines. first, the bill that sets pentagon policy for the next year, essentially we expect the president is going to veto what is a bipartisan bill on capitol hill. then we will wait and see if congress can override it. we have a government spending deadline coming up on friday. we expect a one week extension of that deadline with a continuing resolution as lawmakers try to get a bigger omni bus deal for the end of the year. and of course, we are all watching whether the bipartisan group of lawmakers can come up with any agreement on an economic stimulus proposal to help families and businesses effected by coronavirus. we expected that today, learned we probably won't see final bill text, but we will be watching whether or not they can get those three things done in the next few weeks, kate? >> that's a lot of legislative text for you or anyone with your level of

i want to get to our congressional reporter, lauren fox, on the phone. en, tell me what you are hearing from your sources. i know we have a new statement from the senate majority leader mitch mcconnell. >> right. we are starting to get some of the reaction. i think it's important to note. we haven't heard anything from mcconnell over the last several days. we know behind the skecenes, republicans were trying to get the president to sign the piece of legislation. it was a delicate balance. in some ways, the president felt like some republicans were moving on without him given the fact he lost the election in november. he was very upset about that. i want to read part of the mcconnell statement. i thought it was interesting that he didn't get into what was traded for the president's signature. he did say, quote, the president's leadership has prevented a government shutdown at a time when our nation could not have afforded one. i'm glad that the american people will receive this much needed assistance as our nation continues battling the pandemic. one juxta

. >> cnn's lauren fox is on capitol hill. agine how many steps you put in over the past week chasing around the lawmakers who finally decided to talk to one another again on something so critical to americans right now. where do stimulus talks stand at this time? >> reporter: what a difference a week makes, dana. the negotiations when we started, no one was really talking in the beginning of the week when it came to leadership talks. now we of course have this bipartisan framework, and what all eyes are on on capitol hill now is whether or not they can actually put pen to paper. remember, it is one idea to have a framework and top line number that says okay, we all agree we're spending $908 billion. we all agree in a small business program, another round of the paycheck protection program, but the sticking points remain. these are issues that have bedevilled leadership for multiple months now. one of them is state and local funding. you have a lot of republicans arguing states are doing better, that's because many republican s

cnn congressional reporter lauren fox is up on capitol hill for us.are i ask, any sign of progress? >> well, there are some signs of progress, brooke. over the weekend lawmakers and aides continued to have conversations about the stimulus relief package, but they are still hung up on two key issues. those are liability protections to protect businesses from being sued, that's something that's been a red line for majority leader mitch mcconnell, and stayed and whole funding. they are closer on state and local funding, i'm told, but the stimulus package that was supposed toby unveiled today, in terms of bill text, may not actually come out today. so things are moving more slowly. we also know there's a spending deadline, brooke, at the end of the week. right now those discussions about a big omnibus bill, they're still ongoing, so we expected lawmakers will punt an additional week to a short-term c.r. to get them over that friday deadline. that leaves us with the defense policy bill. this has been traditionally a bipartisan bill, 59 years and running. w

cnn's lauren fox joins me now. and americans are desperate for help.stimulus package? >> reporter: jake, i wish i had better news for you. on capitol hill these talks have really stalled out. and one of the reasons for that is you're hearing a lot of republicans in and leadership essentially throwing cold-water on what that bipartisan group has been able to do so far. they're argue essentially there's no deal they could get on liability, and they're still negotiating trying to get a deal on liability that would satisfy the majority leader mitch mcconnell. in fact, he instructed staffers to make it clear that there is nothing at this point that he sees the bipartisan group could do on state and local and liability that could get them over the finish line in time. remember the expectation this entire time has been that whuvl happens on the stimulus will be attached to that big spending deal, jake. and that deadline is next friday. right now that doesn' give them much time to come up with some kind of legislative test. what you've heard from the majority

lauren fox is out front live on capitol hill. kaitlan collins is with the president in palm beach, florida. i want to start with lauren. lauren, it's been a busy day for you. where do things stand right now? >> reporter: well, essentially, two overwhelming votes in the house tonight, bianna. one going in the president's direction, the other going against president trump. and that vote happening right now. we expect that the house of representatives is on track to override the president's veto on the national defense authorization act. essentially, this is a broad bipartisan bill that sets the pentagon policy for the next year, and the biggest question going into this vote was whether or not enough defense hawks and republicans would stand up against the president despite the fact that he vetoed it. we now know that there are going to be enough votes. now, it isn't gaveled yet, but that is the expectation. we expect that the senate will vote later this week on the proposal, and we also expect that they will have the votes to overri

my colleague, lauren fox, who covers you up there. this morning, that even the bipartisan group couldn't find agreement on things like how much flexibility should there be in state and local funding? and finding a sweet spot on liability protections. what's your sense of those two things? >> i think those -- yeah -- i think those are sticking points. i think there should be some way to find common ground on the liability protections. i think the proposal that was put on the floor a couple months ago was far too extensive. and was really a nonstarter, for so many people. but there's got to be some protections for businesses, fr r hospitals, and others. but i think they can find that common ground to do that. people just have to get to work. we have got a couple more weeks in this session, in this congress, to do this. and i think people are rising up and demanding it. and i really believe, based on what i am seeing and hearing, that folks see that urgency, and see the need to do something. and they won't let the perfect be the enemy of

fox news correspondent lauren green has those details. reporter: good afternoon.se religious restrictions the groups are calling it a victory for religious freedom as a federal appeals court sides with them over governor andrew cuomo's restrictions on religious gatherings. the second circuit court of appeals ruled yesterday that governor cuomo's covid related restrictions were harsher on religious groups than secular businesses and halted executive orders gathering in covid hot spots to 10 to 25 people while the case is being litigated. they argued that it restrictions on the free exercise of religion clause. several groups joined this. a rabbi posted reaction on line. >> today's ruling by the united states court of appeals from the second circuit vindicates the principle of religious freedom in a very real, tangible way that will have implications not only for this specific case but many cases across the united states and on many different issues involving religious freedom. reporter: the appeals court ruling follows two supreme court emergency injunctions filed
