lauren thoms was outside the courtroom today, what was your biggest take away from this? >> reporter: just after the hearing, the coalition on homelessness agreed in front of the judge that an existing federal injunction which right now does not allow the city to remove or clear people living on the street, they agreed that if a person is offered housing or shelter, they are no longer considered involuntarily on house and therefore the city can justifiably and legally remove those individuals. take a listen to what the city attorney had to say. >> it has been our perspective that if you refuse shelter or if you already have another place to house yourself, unfortunately when this injunction went into effect, we saw unhoused individuals on the streets rejecting many offers of shelter by the city. >> reporter: the city maintains while there are not vast housing options, they do exist. the opposing side said the city does not have reasonable housing for people and until there is more housing, any street sweeps of homeless encampment are not justifiable. take a listen to what
