lawrence lewis and column for now with more the amendments, the bills were passed via a simple voice vote with almost no opposition. and that's because these are bills that have bipartisan support. they've been several years in discussion because more and more over the last few years, there's been an understanding that the death sentence may not be the deterrent that people think it is. and that it also is unjust. because it removes the discretionary power of judges, and it means that judges cannot take into account mitigating factors like a history of abuse or history of mental illness in the person who committed the crime. there are several parts to these amendments. one is that it does away with mandatory capital punishment, and so these are $511.00 offences including murder and terrorism. so now it means that the judges now have a discretion. it doesn't do away with capital punishment or death penalty completely. but it means that it is no longer mandatory and discretion can be used . and earlier florence louis met the wife of a man hoping his death sentence will now be reviewed
