chris lawrence news4. >>> this video just in to news4, another d.c. streetcar crashed into a vehicle this evening. the accident happened at florida avenue and 8th street northeast. no word on what caused the crash but we noticed some damage to the back end of the car as it drove away. this is the second three-car accident in a week. on saturday a streetcar ran into a vehicle during testing. >>> a dump truck driver intentionally rammed two police cars and ran up on the back of one of them at the wood m town center. police have not released the driver's name nor say why he did it. tonight we caught up with some of his coworkers. >> reporter: investigators tell us that the driver rammed into two cruisers on purpose in a busy shopping center parking lot around noon. is he a nice guy? >> yeah he's a nice guy as far as i know. >> reporter: earnest waders doesn't know why he friend would be go on a rampage. >> reporter: has he ever said anything negative about police officers? >> i can't say. >> reporter: t s when the dump truck driver drove into the shoppin

news4's chris lawrence is live on capitol hill with more on that part of the story. chris? >> reporter: well, jim, if you look at our area really, has one of the largest gaps in income of anywhere in the country. so really we are ground zero for the argument for and against what the president is proposing. here's basically what he's laying out. he wants to give some tax breaks to the middle class specifically about a $500 credit for married couples and raising the dependent child care tax credit to $3000. that would be welcome for a lot of families here who are struggling with the cost of daycare. he also wants to pay for two years of community college, again, very beneficial for those who are really hurting at the thought of trying to pay for college in this area. how's he going to pay for it? basically he wants to raise the capital gains tax raise other taxes on the so-called wealthy. we spoke to some virginia republican who is say when you look at the cost of daycare, the cost of housing in this area, how he defines wealthy say $500,000, they say it doesn't really apply
