thank you layla in mexico city. we are going to await for president trump, but as we heard from sean spicer the president's tweet is vowing a major investigation into the baseless allegation of somewhere up to 3-5 million votes in the 2016 election were illegal. the president claims it cost him the pop yular vote. >> on roles that have been deceased or moved to two counties, this is about the integrity of our voting system, it is the hallmark and foundation of our democracy and to know that we -- >> but the balance is already in place. >> part of the reason we need to do is study is -- i don't want to start throwing out numbers but there are a lot of people that are dead on roles, on the roles in two different states. >> so many of these claims jeff have been refuted. we're about to talk to someone who knows all and that, but how will they investigate this? >> reporter: brooke, that's a great question, there are not a lot of specifics on that. a lot of elections are done state by state. these are conducted in my res

can layla sant you i can't -- santiago. jeff zeleny to you first, we know trump told abc he wants to start building in a couple of months but this has to be paid for by existing funds? >> reporter: it does indeed brooke and this was certainly a presidential speech outlining the principals that he campaigned on to get to this office talking about the border and introducing some family members who he talked about often through the campaign whose loved ones were involved in horrible acts of violence by undocumented immigrants in many cases here, but brooke, what the president is doing is simply stating what he hopes will be done here. he is calling for some concrete things expanding border parole agents, he said he will add some 5,000 border patrol officers and triple the customs officers but for the wall itself this executive order is calling for a study of that wall, and there's going to be some immediate action but this is the beginning of this, but sort of left out of that speech there is specifically how it would be paid

layla is in mexico city, so layla, understandably mexico is not too happy about this tariff idea, whate are you hearing? >> reporter: well the economic minister said you put a border tax down and we will respond immediately. and i have also had a chance to speak to maybe a handful of u.s. companies that are already here in mexico, none of which willing to go on the record so that sort of speaks to the sense of fear not only about this tax and the possibilities of what could be coming, becoming targets of the upcoming administration, but also for the u.s. companies that were once considering coming to mexico to manufacture goods and possibly bring them back into the u.s. you know, many people are not only concerned about this tax, but also the future of nafta, that was the deal that essentially removed a lot of the taxes on imports as well as exports and the mexican government here acknowledges that it could be good to go back, take a look, another look at what was a landmark deal between the countries. >> you have to remember, layla, nafta was negotiated before internet. there was not

layla santiago is there. how are the mexicans reacting? >> reporter: i'm at the angel of independence here, consider it something like the washington monument or lincoln memorial. this is where a lot of protests and rallies occur and where i have spoken to some mexicans here. i actually spoke to one family who was not aware of this sort of back and forth from this morning and when i told them that president enrique pena nieto, you could sort of see this sense of pride when he said he would not go to the meeting that this sense of pride had been restored that someone was standing up for mexico so that was interesting since really last night since president pena nieto posted nearly a three minute video on twitter saying look, i don't believe this walls, i'm certainly not going to pay for one but i do believe in friendship. the other thing that came was the foreign minister who by the way is new and also in washington d.c. as we speak in the middle of meetings with top officials from the white house administration, he said look, every country

with me to talk about this, cnn corresponde correspondent, layla, what do you think will happen in this meeting today? >> well, you know, there's certainly going to be talk about free trade, and given trump's tweet last night and the mounting pressure here in mexico city for this delegation to sort of stand firm and protect mexico's national interests, there is certainly going to be talk about that wall. but yesterday, i can tell you, the economic minister here said that if the u.s. pushes mexico to try to pay for that wall or if they try to tax remittances, they will walk away from any sort of negotiations that don't protect their interests. a free trade deal that doesn't protect the interests of mexico. so i think today those will be the big talking points. immigration and free trade. but mexico, the delegation from mexico, has to sort of somehow stand its ground given the mounting pressure here at home, even calls for cancellation of the meeting from some mexican senators here, carol. >> david, i can hear a lot of americans saying, who cares if mexico walks away, what's the big deal?
