long term san francisco base sbe, mbe and lbe. i'm a broken record because people see what is happening in san francisco as another gold rush and they are coming in and setting up shop and say i'm a san francisco sbe but they just got here. when we have talented, dedicated people who have been here for decades investing in the city, investing in the communities hiring local people and taking care of local talent that is what i want us to capture. not the folks that just showed up yesterday and maybe it isn't good to say that but i dont care. i think it is important-it goes back to the fairness. these programs were put in place to be fair and help people and so i would love our agency to be the one to lead the way because in some cases the rest of the city is not getting it and us as a small nimble and in my opinion very creative agency i think we can do it. know that you have us because we are passionate about it and committed about it, so i really challenge us to think outside the box on that aspect. you know, i like the idea tha

tegories, small l berks e, microlbe and sba, lbe. the distinction of course is determined by the gross revenue, 3 year annual gross revenue of the firm and the sba is the u.s. small business administration and that is a federal standard for their size determination. the city does classify under also 5 separate categories under construction contractors especially constructors, suppliers, professional service and trucking so keep that in mind. what the state of california due to department of general services they have a size thresh holds under what is known as small business and that is generally across the board 14 million in 3 year gross revenue with a caveat that the firm must have no greater than 100 employees. they also classify a microbusiness category at 3.5 million with less than 25 employees or manufacturers. the state of california does certify small business that includes disabled veterans within the size thresh holds. what is recommended for this particular amendment is to really expand the ocii size standards by including

what i mean by that is because the city has a sba-lbe category that exceeds the ocii standards recommended here, in theory they were once sbe's that fell within the thresh hold and are now greater but the feds determine them to be small business. we are looking to provide incentive for those that graduated some way oof getting them involved in our particular projects. offering a incentive for them to partner with current sbe's in some manner allowing the firms to participate in some sense give back to the community by engaging with small businesses. we are not certain how that will take place but will continue to evaluate that. from what i heard earlier in comments, we may want to entertain other provisions with respect to dispute kwz complaints put into the particular policy. finally, the change to the policy are really just minor changes. those having to conform with state [inaudible] really just clarifying language for other areas such as changing the name from redevelopment agency to ocii.
