i'm in many ways the mother of the lbe program. later the wbe program and the mbe program when it was challenged in the courts and, you know, i did everything that needed to do to defend it and we won on every ground. but the lbe program was my first child when i was myself a child in my 20s. and to hear that this baby has grown up and done so well and impacted so many lives, i've got to tell you, it's very humbling and very gratifying, especially to be recognized by my peers so i have to thank you from the bottom of my heart. thank you. was to have extensive training for the lbes to be more successful in the bidding process. this past monday was international women's day the lbe responder or honored the various city departments and we had rep in a martin whose our sheriff's revoked for her work and education and training in the development program and encouraging lbe certified firms to do more business with the port and connect more with the port. renÉe was among a prestigious group with the public works and the department of public utilities and numerous departments all of whom had done something special with the success of the lbe and renee was lot for her information skills and was reaching out as much as possible. unbeknownst to renee she had an speech so it was televised by sfgovtv and we'll circulate the time so we'll circulate the time under which she spoke. her comments were spectacular and as i expect but the important part she gave a lot of credit to the leadership you bring to this area of our business and how we will, you know, very pleased by that renee but also recognized as the person of ye

in some way in terms of the ongoing technical assistance and there may be a qualified lbe that could apply and should be evaluated and i don't see why we would close that door. >> so we will include that and we have a network of publications that go out to small business entities and also the public newspapers and so we will include all of those in our distribution. >> and if you do the public newspapers in some of the minority communities, could you also include the ethic language, newspapers, so that they receive it in their language, that would it is not just a chronicle or the san francisco business times which only has a certain readership. >> there are quite a list of ethic newspapers in multiple languages that is within the network. and that we out reach to. so we will make sure that we include all of them. >> yeah, and i would suggest that even renee consider putting out a press release and sending it out so that the people are aware if they are not applicants that this is, you know, we should use it and trying to create the good will in the community and the good will should

contractors or subcontract or that was possibly in eligible for lbe status. the contract monitoring division investigated sanctions against the contractors. in one instance the contracting monitoring division did not find the contract or at fault but the issue did not materially impacts it's compliance with lbe go. therefore cmbd did not impose any sanctions. however they did address weaknesses by the oversight by the department. they conducted training for the department staff so with hopes this would not occur again. in addition cmd implemented a web base monitoring tool to help track lbe compliance. for our follow ups, our office we use a risk base approach to select specific recommendations that the departments report for field testing. this is where we actually go out to the office and we go in to test. we gather evidence to determine if the department's implementation resolved the problem underlying the recommendation and issue a memo reporting our findings. our follow up go through the same process as the report. we company a follow up at 6 months, 1 y

and lbes. and historically, the port retail sites, that have come up for an rfp, have required large capitol injection to bring them to a habitable condition and that is a hurtle for most of our lbes. and the port is fortunate to have a retail site that has been renovated and here it is, it is the pier 33 and a half. and it is in a condition that would not require a large capitol injection. to assist the port in helping to identify candidates for this rfp, the port is proposing to out reach to cities community based organization, or cbos, and that are in the business of assisting small businesses to start and grow. the port is proposing a pilot program that would distribute this rfp on a targeted basis through the cbos. the port will require that the respondents to this retail opportunity be clients of within of the city's cbos and continue to reach ongoing technical assistance. the cbo, will not have any obligations for the lease other than providing the ongoing technical assistance to their c
