>> i was just going to wait until the time for the lcap. and i was going to let other folks go ahead in my place. >> okay. >> do you want me, i will go quickly then. i am my name is laura fair and i am the state wide with the public council and first i wanted to thank the district for including important things in the lcap including commitment to social and emotional learning and practices and cultural competency and professional development and focused resources for high needs students and i have comments and letters to share with the board, the current lcap only accounts for approximately 3.9 million dollars, in spending at least, in the addition that i did and then, my understanding is that the supplemental and concentration funds where are district are closer to 20 million or more, and the budget is closer to 400 million and so my concern and what the legal requirements are is to really make that lcap as transparent as possible and it include all of the funding processes and so that the parents and advocates can really understand the re

brief, i know that we have already taken up a lot of time on the agenda and we don't have a formal lcap report tonight. but just given that there was last tuesday sort of a flushing out of some of the budget numbers in the lcap and we just wanted to, come back in and give a little bit of commentary, and in our capacity as the pac and the officials bodies that have been looking at getting the feed become on the lcap and we just wanted to say that we appreciated the revised draft and seeing some of the previous recommendations and findings incorporated in the draft as well as the budget numbers, and there were a few things mentioned at the meeting on june third that were really excited about and especially deputy superintendent lee's suggestion that there might be hyper links that could be put into the lcap that will get be getting the details with the implementation plans with respect to the priorities that were funded in the lcap and also commissioner wynns mentioned that there could be a narrative that shows how what are bringing in to through the grants go to the specified groups. and

updates on the lcap and so, at the meeting last tuesday, the second draft of the lcap was provided to the commissioners and made available to the public and it was provided to the parent advisory council and the dlac and the day before. on wednesday. and so as you have heard, earlier this evening, the pac and the dlac have developed feedback and i imagine it will continue to pay close attention to future draft, and perhaps develop additional feedback. and we are paying close attention to what they are providing and we received the feedback to what the commissioners did earlier today. and it will be provided at next tuesday's committee and it final will be for adoption at the meeting to aadopted before the board takes its action on the budget. so, we wanted to also, and we alluded to this a little bit last tuesday at the meeting. but we have suggested to both the pac and the dlac that given the nature of some of the comments and the questions and the feedback that they have provided very mitch and they have did, and they have spent a lot of time on the process and the community engagem

in the alternative it seems like there's a vision of lcap as an -- okay. we believe that there's an alternative vision of lcap where it's just another set of forms that the state require bs s be filled out like the state established budget forms and we've heard a number of times -- i'll take my five seconds of music, if you don't mind. we've heard a number of times [inaudible] constrains the thinking and the way we can present the information about accountability to the community. and i feel like that's really -- if it 's really the problem with the forms, then maybe we should solve the l cap problem the way we solved the budget form. maybe similarly for the l cap we could provide additional useful information to the community. the budget book has gotten so much better over the past few years, i think we can do better with l cap too. >> thank you for that approach. >> good evening. i'm susan solman, i would like to echo what brother josh davidson had to say and just add a couple more comments. it is nice to see there was an appendix a with information, and

and that is that the lcap, i mean, this year, the lcap template was, it is the first time that nobody was really prepared for it and the concept is something that we in the community and partners like the pack that have helped us with this should get better at as the time goes by. but there is always going to be a disconnect, because of the bizarre budget schedule that the state of california has and that districts are so dependent on the state and we basically have to wait for someone to tell us how much money they are going to give us and where they are going to put it and working hard to make sure that they leave it as flexible as possible and at least that is our goal and everybody's goal, almost everybody, and so, i just think that what, as we move forward, we need to try to change the local lcap process to become a year round context building and it is not so important what we plug into the template especially what numbers we plug into the template, if we have done the out reach and the communication and the sort of educational campaign with our community internally and in the s

the second reading of the lcap and the budget will be presented at the full board meeting on june 24th. the governor will hopefully sign the budget by june 15th. but it is a date yet to be determined. or at least a budget should pass if not enacted by june 15th. the sfusd staff will analyze the final state budget doing it over the summer, and we will determine the variances from our current assumptions, and analyze the impact on school site budgets, and recommend appropriate adjustments to the adopted budget. school sites will revise the final budgets between september and october. and we have, just kicked off the process for closing the books for 13/14 and that is an activity that will continue all the way through october when the actuals are presented and the audited financial statements, and will be in december and the first interim report and the first opportunity to present a revised budget, and multiyear projections and assumptions both, and that concludes our presentation. >> how would you prefer to do this discussion, given the hour, and i have a number of questions and i am su
