i was glad that you mentioned the leahy amendment was if we always are more time, we can always bring up more things, and i think that's a great example of where we can use our conditionality. a state is free to reject our assistance if they don't want to abide by those terms, and some countries don't. certainly what i see in the context of the international military education is that it has an impact because when you say in order to get security assistance from the u.s., you have to meet these standards. and when our diplomats can go to other countries and say you will have to pass certain smell tests with the u.s. congress in order to get certain things, that can be effective. so i think that is one of the ways that we can find, we can search for the conditionality that we need if we want to pursue these things without having it, again, become this either/or. we can either pursue security or democracy, but not both. so i think that the leahy amendment and other things like that are important for us as we continue our discussions today. i think we should look at those as being tools

senator pat leahy 10 or 12 years ago first put into congressional appropriations a provision that says we cannot provide military equipment or training to security forces units that we have credible evidence are involved in gross human rights violations. this open toes up a whole other dimension -- opens up a whole other dimension of engagement with foreign governments and societies about how security forces can be made more rights respecting and law-abiding. and it works to some extent. it works in key ways to provide a different kind of pressure on authoritarian governments, particularly those who are allied to us, the kind that was referred to, you know, that are not democratic, but are friends of ours, so we're willing to provide them with certain kinds of security assistance. we do that, but now we have a rights dimension to that discussion as well in many places. so i appreciate the role that congress has played in framing our assistance, our engagement in the world, not at least through the funding of the national endowment for democracy, but also the large budgets that aid and

leahy will outline the results. i will share, it is very anxiety provoking to have had a potential exposure from ebola. when i had gotten back from west africa, i had gone in the ebola treatment units. every time i had the slightest sore throat and headache, i was concerned. that's what we want health care workers to do, be concerned about their health if they are in their group of 76 individuals. if so, come in for care rapidly so that you can be assessed. we would much rather see a false alarm than someone who let's their illness go on for a day and potentially get sicker and potentially expose others. so that's the system as it should work. we want people to come in if they have any symptoms. given that there was one patient, the second patient, the nurse, did get infected. it is possible we will see other people. we hope that won't be the case. i don't want anyone to take out of this that there were 76 exposed people. there were 76 people who had some level of contact, and, therefore, are being actively monitore

this is a grant we got and many reasons because of senator leahy from vermont. a $750,000 grant. the american bar association because of the immense and the depth of this project invested another $750,000 of its money and just completed, again recognizing about 40,000 to 45,000 collateral consequences. what we would hope what the american bar association hopes is that congress and the states use this database that we have to identify all the different collateral sanctions or consequences throughout the country in the federal system. all right? and to look at them and say, how effective are they? how relevant are they? retool some. limit some. some have just been over broad or they've applied forever. and so they need to limit some of those. so we're hoping again that congress will take advantage of this monumental project that we've just completed. and maybe use it and we'll be glad to assist in any way possible. >> well, we intend to. now, what about going beyond the american bar? you know that there are dozens of law organizations and associations across the country. i'm thinki
