patrick leahy, senator leahy, introduced legislation called the leahy law, which bars sending weaponsany military units which are involved in consistent human rights violations. or isn't the slightest doubt that the israeli army is involved in massive human rights violations, which means that all dispatch of u.s. arms to israel is in violation of u.s. law. i think that's significant. the u.s. should be called upon by phone citizens and others to adhere to u.s. law, which also happens to conform to international law in this case, as amnesty international, for example, for years has been calling for an arms embargo against israel for this reason. these are all steps that can be taken. -- second is the taxes them tax-exempt status that is given to organizations in the united states which are directly involved in the occupation and in significant attacks on human and civil rights within israel itself, like the jewish national fund. take a look at its charter with the state of israel, which commits it to acting for the benefit of people of jewish race , religion, and origin within israel.

senator pat leahy 10 or 12 years ago put in the appropriations a provision that says we cannot provide military equipment or training to security forces units that we have credible evidence are involved in gross human rights violations. this opens up a whole other dimension of engagement with foreign governments and societies about how security forces can be be made more rights respecting and law abiding. it works to some extent in key ways to provide a different kind i have pressure on authoritarian governments particularly those allied to us the kinds that was referred to that are not democratic but are friends of ours so we're willing to provide them certain kinds of security assistance. we do that but now we have a rights dplengs to that, as well in many places. i appreciate the role congress has played in framing our assistance and engagement in the world not the least through the funding for the national endowment for democracy but also these policy discussions about things like the terms on which we provide security assistance. and i'll just end by echoing what several people ha

and one of the things that's important for this discussion is something called the leahy law. senator pat leahy put in a provision that says we cannot provide military equipment or training to security forces units that we have credible evidence or involved in gross human rites violations. this opens up a whole nother engagement with foreign governments and societies with how security forces can be made more rights respecteding and law-abiding. and it works, to some extent. it works in key ways to provide a different kind of pressure on authoritarian governments, particularly those who lied to us. that are not democratic but are friends of ours. we do that, but now we have a rights dimension to that discussion, as well, in many places. so i apriepreciate the role tha congress has played in framing our assistance and also the large budgets that a.i.d. and others get. but, also, these policy discussions about things like the term zone in which we provide security assistance. i'll just end by echoing what several people have already said. one of the most important things that we
