eight protestors literally out on a ledge. they are chained to each other and to some degree they are fastened to this building. they put out a banner there and it says "our university." what they are protesting is they say, you know what, they are tired of all the budget cuts to the university of california system. they are also upset about layoffs. now, they held a state wide protest yesterday here on campus. that was part of that big protest. but the drizzling caused that one to frizzle. 17 of their fellow protestors were arrested late last night. today's demonstration is partly fueled by the anger of the arrests, partly trying to get support. how long will they be up there? it is not clear right now. >> but i know that they are in it for the long run. they are very committed. so they made their demands and then we will go from there. >> like a good message. but i'm just not sure what exactly is going to be achieved by protesting like this, showing the students are not happy. what actual achievements will there be? >> repor

their colleagues were arrested last night and in fact there were nine protestors up on the ledge until a short time ago and police arrested one. et right now, they are lowering a rope -- right now, they are lowering a rope occasionally to gather supplies, water, food, and they brought up a bull horn to talk to the crowd. one protestor said they were discouraged that earlier this week they held a demonstration, they wanted to send a message to uc higher ups but a lot of people didn't show up for that. so back they came today and now this stunt. let's hear from one of the protestors about what they are looking for in terms of demands. >> their demands are to democratize the regents, roll back the fee hikes, end the oppression of students by police and office of student conduct. >> reporter: all right. now, you might be able to see from up above, chopper 5 right above wheeler hall right now. you can see, you know, they have cancelled classes, they have told people they can't go in the building because of safety concerns because of a police action. the protestors tell me they have asked po

the protestors are still on the outside ledge of the fourth floor. lyanne melendez is covering the story from the ground. >> reporter: i can tell you these protestors have been on this ledge four stories up since about 2:00 or earlier than that. the ledge is not that narrow so there is some room where they can walk. i want to show you some pictures we can see them at one point, a good close-up shot of them standing up. six are bound together by pcb pipe. two people have a steel cable around them and they are attached to the urns of that building. at one point, supporters were throwing oranges at them, they were hungry. then they managed to get a backpack and water and food inside up to the protestors. while this was going on, a professor came outside with his entire class on the steps of wheeler hall to show his support. one of the students who is helping these protestors talked about their demands. >> first is democracy and the second to endopresentation by police. >> so to show -- my gosh. that is sort of dangerous, again it's not that narrow. eigh

they stepped off the ledge -- or to the ledge to the cheers of other students who gathered on the ground to support them. >> san jose's firefighters union and the city have a deal in place this morning that both say will prevent another round of layoffs. the firefighters union has agreed to 10% reductions in both pay and benefits as well as other concessions and the city has accepted the offer. last year the city laid off 49 firefighters after the union declined to make concessions. the agreement is expected to save the city over $30 million over two years. they will vote to ratify the deal this weekend. >> caltrain is operating under a fiscal emergency this weekend. they had a packed meeting in san carlos. they face a $30 million budget shortfall. the move which the board of directors approved will give leeway to raise fares and cut service without going through a long process. one plan on the table is the elimination of weekend service and operating only during peak commute hours during the week. >> i think it's an absolute shame because caltrain is the background of the peninsula. i r

they were on the ledge several hours.fficials agreed to drop charges and meet with students. >> the administration who makes all the decisions on campus. a lot of people would like to be involved with those decisions. and we don't have any system for that at this point and we'd like that. that's basically what we've been fighting for for a long time. >> the university said it will hold a meeting with students as a kind of town hall which lends itself to an interesting exchange. the state legislature is expected to vote next week on governor brown's budget. the joint budget committee has approved governor brown's proposal to balance spending cuts by extending tax increases on income, sales, and vehicle registration for another five years. brown has set a march 10th deadline for a budget deal so voters can decide on a tax measure in a special election in june. they have courted republicans and democrats to get the two-thirds votes he needs. that's because not all democrats are solidly with the governor. >> the fbi is gettin
