but i want to emphasize something that president lee said. there has been a pattern in the past were north korea behaves in a belligerent fashion. and if you wait long enough it is then rewarded with food and fuel and concessionary loans, and a whole range of benefits. and i think that's the pattern that they have come to expect. the message we are sending, and when i say we, not simply the united states and the republic of korea, but i think the international community is we are going to break that pattern. we are more than willing to engage in negotiations to get north korea on a path of peaceful coexistence with its neighbors. and we want to encourage their prosperity. but belligerent, provocative behavior that threatens neighbors will be met with significant, serious enforcement of sanctions that are in place. and i think it may not have been fully acknowledged the degree to which we have seen much tougher sanctions voted out unanimously in fairly rapid order over the last several weeks. and i expect that that signals the degree about whi

iize in support of the hastings-rogers-jackson lee amendment. i appreciate their willingness to work with me on this important amendment. we have towered the homeland security sites that have had canines and heard from airports who say give me one good dog and we provide security. t.s.a.'s canine teams are important and effective tools for securing all modes of transportation in the united states. the use of canine teams has managed what few security measures can boast. they are well liked. our committee worked hard to re-affirm our support for canine teams in explosion detection. i'm proud to have led these efforts. this amendment rounds out these important provisions as we speak, t.s.a. continues its work meeting the 100% cargo screening requirement established by the 9/11 act. let me indicate that i'm very proud of the language we have about 100% cargo screening. it is one that we worked with the department of homeland security. we worked with mr. markey. we worked with our chairman and our ranking member of both committees, the subcommittee

speaker, for almost a year and a half from now since his inauguration last february, president lee has continually emphasized the importance of a strategic alliance of the united states, and this has been manifested through several notable achievements. most recently, south korea joined the proliferation security initiative aimed at preventing the spread of weapons of mass destruction. in november of last year, korea formerly exceeded to the visa waiver program. and a currency swap agreement was signed between our two countries to stem the liquidity issues in the global financial markets. and through legislation passed by our congress last september, the foreign military status was upgraded to the level of nato plus three. president lee was also instrumental in arranging for the importation of beef from the united states to beef imports from the u.s. to korea. after defusing a sensitive political situation that temporary halted our imports of beef to south korea. his determination to settle the beef issue underscores the importance commercial ties between korea and the united states. m

he joined the justice department in 1981 when rex lee -- the beginning of the reagan administration. then john roberts, now chief justice roberts was a special assistant to the attorney general. one of the things going on in the justice department then is judicial restraint. what kind of arguments can we make to the supreme court to advance our goals of encouraging more judicial restraint? and standing was a big thing with rex lee and the justice department, and there was john roberts as a part of that. then when he did become chief justice, one of the very first opinions he wrote on stepsively -- on extensively involved -- involved several things. as chief justice, he wrote a very powerful standing decision going down different bases for do all of them. i know we are short of time. one case was wales versus submarines. the ninth circuit issued a decision restricting the use of sonar by submarines because of damage to the whales. the next one was tree huggers verse loggers, and the loggers won. and the use of the best available technology to cool water that was being used for nuclear
