james lee was his name. lee had a history of harassing discovery. he was arrested during a one-man protest of the channel in 2008. and now, evidence of lee's murky motivations is beginning to emerge, including an online man any fes to. in it, he cites and author who we talk to tonight. john donvan has our report. >> reporter: say this for the discovery network. locked down for long hours today, a gunman somewhere in the guts of it headquarters, police taking a position outside, hostages grabbed in its lob bi, everyone who could, evacuating -- >> move away from the building. >> reporter: hundreds of employees, plus the chirp in the full-time day care. amid this confusion, amid this uncertainty, say this for discovery, the channel never blinked. >> "american chopper." >> reporter: this is what was on its air through the entire afternoon. uninterrupted. "american chopper." even as news choppers hovered overhead and details emerged about the gunman, said to be this man, james lee. a self-styled environmental anarchist who had harassed discovery in the p

buhl commissioner lee. -- president buell: commissioner lee. commissioner lee: i hear what my colleague is saying with regard to the process and i know and i do distinctly recall david coming before us with the idea of the roller skating rink and, you know, there have been other ideas. with that said, i would like -- i'm prepared to support this project if we can provide the outreach component and the support that would be needed to make this sport accessible, the space accessible to diverse groups from all over the city. one recommendation i have in terms of conceptual plan is to have informational kiosk or some kind of kiosk at the entrance or some place on the course where a visitor or a group of children who come into the court can get information about the sport, the rules, that equipment be provided for them, because obviously somebody coming in new would not know how to procure equipment, they don't know anything about the sport. and then perhaps some clinics that could be operated out of the6 c1 that could be operated out of the court t

commissioner lee: 75 years is a long time to have a lease. have you done analysis given the rate of increase every few years of parking rates and so forth, have you done an analysis of what lost revenue -- what kind of revenues would be loose by locking ourselves into this rate for 75 years verses' going freemarket? >> they assume a 3% adjustment annually upwards. we thought that that was a fair compensation to account for life of the lease. >> what about the mta rate increases for the crotch? could you write in to police that the rate would be the same rate that we would get that is set by the nba? >> one of the challenges is that they are making up-front payments, and it is not possible to know what the rates would be over the years. we had to make an assumption, and 3% seemed like a good assumption. commissioner lee: wouldn't it be more prudent to take it in installments? because you can adjust for the price? why do we need it up front as opposed to installments? >> this decision was driven primarily by the fiscal crisis. the city in the d

lee at their disposal. we were very quickly aware of who we were dealing with. >> this is an incredibly scary situation, obviously. especially for the folks involved. two employees and a security guard held hostage. they were able to evacuate the building. even after the suspect was killed, as you are looking at two boxes, a couple of bags, thinking that there could be explosives, at what point did you know, though, that, in fact, everyone was safe? >> well, it took a while. the -- when the suspect went down, first thing we needed to do was -- after we made sure the hostages were safe, was to -- determine if there were going to be any explosions. during the negotiation was the suspect, we saw him with a switch, appeared to be a switch in his hand. it had a little wire coming out of it which may have indicated that it was a -- a radio switch to explosive device. he would take a pin out of the switch and put it back in and occasionally. so the first thing we needed to do was to ensure that any device in there
