and then at the same time, when you look at the growth of places like lee county in the reality of climate change, it feels like those things can't coexist. i wonder if you think there is going to be a hard conversation about whether we can rebuild and whether we should rebuild, given the economic costs in the literal physical danger that people maybe putting themselves in. absolutely those are really difficult conversations, and yet absolutely essential to be having right now. we are in a period now of ever increasing risk. this is not the first severe storm to hit our country and it will not be the last. and it's very much time to take a step back and think carefully about how we can build safer, keep people out of harm's way, build more resiliently. these are things like stronger building codes, maybe moving away from some of the highest risk areas and undertaking community wide measures, whether that's investments in flood protection or nature -based solutions to help protect us. but we have to start thinking differently about where we build and where we live if we want to not face this sort

burden of financing the debt but also i think we have to look at how countries change policies at home to -- at home once these lee. we need policy changes at home to avoid a long-term recurrence of these sort of debt trap problems. shery: what sort of platform or support can a platform like the g20 provide for these countries if a lot of it has to do with a lot of the domestic policies that need to change? how much do you need to address the external shock problems like a strong dollar, rising borrowing costs around the world? >> i think the g20 needs to work with the multilateral institutions like the imf in particular but also the world bank, the adb and african development bank and so on to ensure that there are conditionality's associated with these buckets of money coming in to try to tide over these countries during a difficult time. there has to be domestic reforms. this is not a good time to try to sell that type of reform program of short-term pain for longer-term gains when there is so much short-term difficulty and uncertainties. and imf type program is basically the way forward for a lot of these coun
