nbc leeann caldwell is on the hill for us. leeann, what do we know at this point about security preparations and what we can expect to learn after this meeting? >> reporter: hi, craig. the head of capitol police tom manger just walked into a meeting with members of congressional leadership of both parties and they're meeting in a secure room so that's a good sign that they are not only just going to hear about what is going to happen on the security front on saturday but also what sort of intelligence capitol police and law enforcement are receiving related to the rally on september 18th. now, we do know that capitol police have been making a lot of plans to prepare for this. they are taking this extremely seriously. they are, as you mentioned, are expected to put up the fence back around the capitol. they have started communicating much better with their rank and file police officers including sharing intelligence with some. they've increased training and just in the past couple days, they've put up military style security ca

leeann, i'm curious. i find this to be shocking but i'm curious if you can confirm this. so, you have, when you're looking at the bipartisan infrastructure bill tomorrow, you have, what i understand, two whip operations whipping against the bill. the republicans are whipping against it and progressives are whipping against it. but here's what i can't believe i've heard. the white house is not whipping for it. are they about to let this go, their conceiting defeat to the progressives here? >> i don't know if anything has changed but clyborn said that he hadn't started whipping yet and i asked him when that was going to happen and he said i'll know the moment and it's not the right moment just yet. so, i'm not sure what the thinking is behind that and the frustration with president biden is pretty incredible up here. i'm hearing that from representative dingell said earlier this morning that you played. i'm hearing that from other members, as well. they need some clarity about what he wants. they need him to crack down on senator simema and manchin and pass that on to house

leeann, i want to go to you first. what is the status of the democrat side of trying to decide what they can get done by october 1st? >> reporter: joy, this is -- i've been covering the hill for a long time and this is one of the most complicated trapeze acts that speaker pelosi and leader schumer are trying to nav gate. they have president biden of their side, of course, so by october 1st, they're trying to pass a bipartisan traditional infrastructure bill and $3.5 trillion human infrastructure bill, keep the government open and lift the debt limit or at least suspend the debt limit. all of these things are colliding into each other and how they get out of it, it's not completely clear. as you mentioned, a lot of lawmakers are at the white house today talking to president biden who is finally engaged in these discussions and the little readout we've received so far from pelosi and schumer and moderates, that hasn't been a lot of consensus agreed to including what the top line number will be of this reconciliation bill

nbc news capitol hill correspondent leeann leighann caldwell is here, and also obama's 2012 electionhe wig question this morning is how much is too much to spend. take us into that debate over the amount of money as well as through this mark-up process. >> hey, chris. well, the house is starting to mark up their portion of the bill or their version of the bill. the senate, meanwhile, is writing their own version of the bill. so not only do the house and the senate have to figure out the same thing as far as this legislation is concerned, but there also have to be negotiations between democratic leadership, progressives, and the moderate factions of the party. and that's where things get extremely complicated. we know that the moderates, including senator joe manchin of west virginia, does not support this $3.5 trillion price tag for this bill. whatever that price tag might be, he's indicated between $1 and $2 trillion. he says it must be paid for. i have also gotten some more insight into senator manchin's thinking as well. there's going to be a lot of new programs that are likely to
