chairman leibowitz, i want to -- a lot has been discussed but the do not track proposal and i want tohone in on a little bit. is it your judgment that if a company comes up with a pretty strict policy which has brought privacy protections and adequate often etc., etc. and opt out or -- do you think then that the do not track is still necessary? >> at this point i think we do because if individual companies have individual practices that may be supported baseline consumer or commercial bill of rights is a great idea it may not mean every company has that and i think what we are trying to do, like he was still a sort of baseline for privacy protection for consumers. so from my perspective, the do not track mechanism that is easy to implement going back to senator isaacson's plight it is easily implemented for consumers, could be an important trees mechanism for consumers and to protect privacy for consumers who want to limit tracking. >> so, in terms of the potential harm or protection which ever way you look at it and you're trying to provide consumers -- if you had a do not track, it

thank you, chairman leibowitz, chairman strickling.it is great to be here with you on this important topic. i wanted to focus on web sites with teenagers and children. maybe because i walk into my daughter's room and she was led casting with her friend. luckily, they were working on their homework. the interview she was doing with senator mark caskey, i am sure will be devastating to her. i wanted to ask you a few questions about this. a few -- a recent "wall street journal" article examined 50 websites popular with teenagers, looking at tracking tools installed on a computer. they found over 4000 pieces of tracking technology. that is 30% more than were found in a similar analysis of adult web sites, which is rather disturbing. i think there were more being used on children websites. can you describe your agency's experience in dealing with tracking of children, and teenagers online, and what needs to be done here? >> there is no doubt, there is an extraordinary amount of monetizing teenager information. you know from your daughter --

funding to epa would be unable to implement or enforce the laws that protect americans health lapan as leibowitzd pastimes. polluters would dump contaminants into the air come into rivers and onto the ground. toxic -- underground was reached drinking water supplies because ongoing work to contain them would stop. there would be no epa grant money to fix or replace broke and water treatment systems and the standards that epa has said to establish for harmful air pollutants from smokestacks and tailpipes would remain missing from a population of sources that is not static but growing. so is congress slashes the epa funding, concentrations of harmful pollutants would increase from current levels in the places americans live, work, go to school, fish, hike and hunt. the result would be more smith schools and workdays, more heart attacks, more cancer cases, more preib mature deaths and more polluted waters. needless to say i fervently request and deeply appreciate continued bipartisan support in congress for funding the essential work that keeps american children and adults safe from uncontrolled amo
