leigh ann, i want to go to you. this is also strategical intended to combat what we have heard from republicans in this morning in the last 60 minutes who continue to acuse nancy pelosi of playing politics here. no surprises from the gop but what might be interesting, leigh ann, is the way we will see i think some of these officers take aim pretty directly at these accusations of politics when it comes to the insurrection. we heard that in some of the interviews the officers have done separately aside from congress. talk us through what you're hearing from your side. >> reporter: that's right, hallie, and because of this politics of it, the leadership of the republican party is walking this very fine line. they opened a press conference just moments ago, praising the police officers who were there that day, but they are trying to distract from the larger issue. they are talking about security failures and specifically they are blaming speaker nancy pelosi for those security failures and what happened on january 6th.

leigh ann: everyone is waiting on what g.o.p. leader kevin mccarthy is going to do.e's allowed five seats on this committee. speaker pelosi has appointed her eight members. one of them is including representative liz chaney, a republican. and mccarthy has not said if he's going to appoint republican meers to this committee but our sources on capitol hill are telling us that he is, in fact, going to do so and he is currently talking to his members to determine who he is going to appoint. so who he aappoints will set the direction and tone of the committee. he has a wide swath of republicans in his conference that range from january 6 deniers all the way to republicans who voted to impeach the former president because of january 6. so whatever he chooses is going to be heavily scrutinized. is he going to take this seously or is he going to make a mockery of it? and my sense is that it's probably going to be somewhere in the middle, he's going to have a mix of members. because representative, for example from, rodney davis, the head of the house administration committee

nbc's leann leigh ann caldwell. >> what this endorsement from this group of bipartisan members does iss, that's how many members in the problem solvers caucus there is, could potentially vote for the bipartisan plan, and you mentioned the trickiest part, in their statement they want a standalone vote on this plan, and we know nancy pelosi, chuck schumer, and president biden have linked the bipartisan road infrastructure plan with a multi-trillion human infrastructure plan, and so this is going to be very difficult still for these leaders to get both of these packages through congress, but it is a very good sign for the bipartisan plan that this many republicans have come out in support of it, craig. >> this problem solvers group, it's the most moderate parts of both parties. where do things stand with the bill with regard to the more progressive part of the democratic party? >> yeah, this is the big question. if they can get the 29 republicans to vote for it in the end, well, that means they can lose 29 a couple more democrats. i have been talking to progressive sources today and they

. >> i want to underscore something that leigh anne said. these are not central moderates. they have reputations in both parties. some republicans will attack them now, but the truth is a lot of the republicans that did vote to certify the election result earlier this year are happy to see adam kinzinger and liz cheney on the committee. some 35 republicans voted to establish a january 6th commission. so even though some republican leaders and other obviously rank and file republicans are attacking them, there are a decent amount of republicans that are glad that they will be on the committee. they are holding democrats honest. making sure this is not a part an exercise. this is too important to make this a partisan exercise. we have to get down to what happened and we should do it in a bipartisan manner. >> i'm just wondering who. i have not heard ewe don't really hear republicans speak out to say "this is great. it has been like this deathly silence from republicans on this. >> republicans these days say something privately that they wouldn't say publicly. especially those

leigh ann, before we get to the committee, the house speaker did not rule out adding more republicansthe committee, and who might they be? >> that's right, geoff, she did not rule it out. and she said that the committee is now bipartisan, and she said it is nonpartisan, and of course, one republican on the committee representative liz cheney and conversations, and discussions happening, our sources tell us, about adding another republican perhaps or more. the biggest contender seems to be representative adam ken zinger and an ally of representative cheney, and outspoken about the lies told about the election and january 6th consistency, and our colleague, haley talbot, she caught up with speaker pelosi as she was leaving her office and asked her if she thinks that adam kenzinger would make a good member of the selection committee and she said that everyone else is, and so she is getting a lot of input from the members who think that he would be a good addition on the committee, and other news that republican staff members could be added to the committee, and told that former congressm

joining me now is nbc news capitol hill correspondent leigh ann caldwell and nbc editor benjie sarlwell holdup in terms of writing the legislation itself? >> geoff, first let's start with the big $3.5 trillion reconciliation package. the way that process worked, because it's not the normal legislative process, they actually need to start the process with votes before they can even write the legislative text. that is normal, that they don't have the legislative written. so let's put that aside for a moment. as far as the bipartisan plan is concerned, schumer wants to start that process next week because he's running up against a very difficult timeline where he has a lot of things backing up and it takes a lot of time to pass things on the senate floor. but some of the republicans in these negotiations say they aren't going to start this process, they're not going to agree to that until they have an agreement on legislative text and they aren't there yet. one of the biggest holdups is this idea of funding for irs enforcement. they are going to put money into this legislation to enforce p

let's go right to nbc's leigh ann caldwell on capitol hill. why is the fencing coming down now?reporter: good morning, chris. so, the u.s. capitol police board, which is the governing body that oversees security up here on capitol hill, has made the decision that this, what they call incremental change, can take place. now, the black fencing that has surrounded the entire capitol complex or at least the capitol building, has really been a symbol and a reminder of what took place on january 6th, and it has become a major political battle as well with republicans charging house speaker nancy pelosi with keeping the barrier up for political reasons, as a reminder of what happened on january 6th. speaker pelosi would always point to security and saying it's up to capitol police to decide when they feel they are safe enough to take the fence down. now, the fence has been reimagined over the past six months. it has been moved back, and it has been shortened, but this taking down of the entire fence is a big development as far as security is concerned up here, chris. >> well, speaking
