joining us is nbc news capitol hill correspondent leigh ann caldwell. n, what can we expect as we head into next week's deadline? >> hey, jonathan. so it's been a critical week on capitol hill even though the house and senate aren't even in session, as you mentioned. those committees are drafting their relevant pieces of this $3.5 trillion human infrastructure bill. but this is just one step in the process, and the first step in the process. the house is going through the process right now. the senate is also doing something similar. and then it goes to the entire caucus, the democratic caucus, where they have to agree on the terms of this bill. and that's going to be extremely difficult, because we've already seen a lot of pushback from two senators, senator joe manchin and even kirstin sinema of arizona, who have a lot of problems with the top line number of the bill, $3.5 trillion. they want to make sure that a lot of these programs for children, for the elderly, that they're means-tested so that the most vulnerable have access to these programs and t

let's bring in the nbc news correspondent leigh ann caldwell, and ben who is with us. and so you are there across from the capitol, so what are lawmakers told to expect saturday? >> hey, geoff. i'm at the base of the capitol, and this is the west front behind me, and where the inauguration usually takes play. this is where the rioters on january 6th scaled that scaffolding to enter the capitol and one of the main entry point, but now there is base at the hill. i wanted to show you, tray s our camera guy is going to pan around, because where the rally is expected to take place on saturday is still further away from the capitol, and on the other side of the water and the other side of the reflecting pool. so there is a difference of the rally and the actual capitol building, but still, the capitol police are taking no chances. they have briefed congressional leaders earlier in the week saying that it was in a secure room, and not only the intelligence that they are receiving, but also the plans for their preparations and for security, geoff. >> and so, ben, the organizer

i want to start on capitol hl with leigh ann caldwell. we're hearing about the standoff on the debt limit. bring us up to speed on what we missed in the last 20 minutes or so. >> reporter: yeah, hallie. so republicans have been saying that they will offer no help to democrats to suspend or lift the debt limit which secretary yellen says expires on october 18th. what senator schumer did, he went to the senate floor and he asked republicans to let them bypass that process that forces republicans to beinvolved, the 60-vote threshold. senator schumer said, look,et us vote -- or pass this with just 50s votes and then we'll do it. you don't have to have any fingerprints. but senator mcconnell objected. let's listen to what senator schumer responded after that. >> simply allow for simple majority threshold to raise the debt ceiling and avoid this neless catastrophe that republicans have steer us toward. we are simply asking senator mcconnell toive by his own example. we have given the republicans what they want. and now the ball is in tir court.

let me bring in leigh ann caldwell.alk us through what it says from ways and means what, is t says and doesn't say. >> reporter: this is a big deal, what we've been waiting for on how the democrats are going to pay for this $3.5 trillion plan. now, there is a lot in their proposal in the house ways and means committee, what they released today. they want to raise money by taxing the wealthiest and by taxing corporations. the corporate tax rate they say would go to 26.5%, the highest income earners, the tax rate would increase to 39.6%. now, there's some disagreement with the senate on how this should play out including senator joe manchin who will have a lot of say in what that corporate tax rate is going to be. he's likely to say 26.5% is much too high and minor differences as well. how much of the $3.5 trillion the tax proposal pays for, it's still unclear. they're waiting for final assessment. the number that comes out to is likely to mimic the must be they'll spend in the major human infrastructure bill because ther

until friday to approve the funding or it's lights out nbc news capitol hill correspondent leigh ann caldwelltol hill. the tradition over fighting over government funding is alive and well >> reporter: it sure is, shepard. the senate just voted on a government funding bill moments ago. senate republicans blocked that vote the reason is because attached to it was a suspension of the debt limit republicans have said they will provide no votes to any government funding bill as long as that suspension of the debt limit is included. senate minority leader mitch mcconnell does say that he would vote to fund the government as long as it was what we call a clean government funding of the bill, no strings attached, no suspension of the debt limit democrats now have to come up with a plan b. we don't know what that plan is just yet they only have three days to figure it out as government funding runs out at midnight on september 30th all this is happening while democrats are haggling over how to pass this bipartisan infrastructure bill and this multitrillion dollar mega bill of human infrastructure pro

garrett, can you bring us up to speed about this new reporting from you and leigh ann caldwell about the future of police reform such that it exists on the hill now? >> it doesn't exist the hill, is the bottom line. talks between cory booker, tim scott, karen bass, to try to come to some bipartisan agreement on some kind of police reform legislation that could pass both chambers, have collapsed. bass and booker have spoken to reporters. they said they decided to pull out of these talks after it was clear they couldn't get to yes with tim scott and republicans. bass told me she would like to see the president take further action on this issue. and booker says he's not going to stop trying. and geoff, this speaks to, again, the challenges of trying to work with these really narrow majorities and how important this reconciliation effort is because on all the issues in which democrats have tried to negotiate with republicans, police reform, guns, voting rights, they have got nowhere. the other alternative is to do what you can with just your party through reconciliation. and we'll see wh
