leigh ann caldwell, what mitch mcconnell is offering to democrats is a little bit of option 1, a little bit of option 2, but really trying to put pressure on the opposite party at this point. >> yeah, that's right, hallie. and we're getting some breaking news right now that this vote that was scheduled for any minute, this procedural vote to lift the debt limit, is likely to be postponed. two republican senators have told us that, senator shelby and senator kennedy. we're waiting to get some official word from leadership, especially democratic leadership who sets the agenda. now, if that vote is postponed, that does mean there could be some developments, that perhaps leader schumer and leader mcconnell are in fact talking. now, let's talk specifically about what leader mcconnell has offered to leader schumer. now, he gave two options. one is to lift the debt limit for another eight weeks, give democrats some more time to do the process through the reconciliation process, but then the republicans say that that vote-a-rama, that reconciliation process, won't be painful, they won't entail

joining us are nbc news correspondent leigh ann caldwell and president and ceo of the national urban league, marc morial. leigh ann, what's the point of this test vote on voting rights legislation, to show what we already know to be true, that without support from ten republicans or without changes to the filibuster, there's no path forward? >> that's part of the point, geoff. the other point is to show that democrats are united. this is the first time that there is legislation that they are putting forward where democrats, all 50 of them, including senator joe manchin, are behind voting rights legislation. now, this is a compromise piece of legislation, not between republicans and democrats, but between democrats. senator manchin had been working with senator raphael warnock of georgia for several months on this. that's why you see some of the changes. this is not the for the people act. one of those changes is some sort of voter i.d. requirement in this bill. and so now that they have the support of all 50 democrats, now democrats can more accurately and correctly, i guess, have the

let's go to nbc's leigh ann caldwell on capitol hill. rting for nbc. let's start with who eastman is and what the committee likely wants from him. >> reporter: hey, geoff. eastman, as you laid out, was a conservative lawyer who worked well, former president. he reportedly met with president trump and former vice president mike pence on january 4, just two days before january 6, to present his plan to mike pence for him to overturn the election results and eventually declare donald trump as the victor. now, i'm told by a source that eastman is on the list of people to be subpoenaed. and he's on a very short -- on the very short list as well. that subpoena could come as early as mid-next week and perhaps even sooner. my source also told me eastman is obviously critical in their investigation because he would fall under the bucket of the categories that they're looking into, including the pressure campaign at the department of justice. and this source compared it to the committee talking to former acting attorney general rosen as well and fo

our capitol hill correspondent leigh ann caldwell also joining us. talk to us about michael riley, pete. we learned he'll remain free during this process under certain conditions? >> reporter: right. an initial court appearance no plea. that comes later on this indictment. allowed to be released provided he la no weapons and can't be in contact with a specific group of people. although the court, that was under seal about specifically who he can't be in touch with. >> what else, pete, can you tell us about the situation? >> reporter: according to the indictment here, he reached out to a man before the riot. i should make clear. the charges don't say he had anything to do with facilitating the riot or anything to do with anything that happened on or before january 6th. what the indictment says on the 1st of january he actually reached out to a virginia fishing boat captain. not named in the court documents, but law enforcement officials tell us who this man is, because they both had an interest in fishing. then after the riot, when riley became aware

. >> joining us now, nbc capitol hill news correspondent leigh ann caldwell. s not going to be in there. they're not giving up. they think there's some hope. the reality is senator joe manchin is opposed to it. as for the child tax credit, it's going to be one year. some people wanted it five years or permanent. one year is where it stands right now. the other big issues are medicate expansion for those in red states who didn't get medicate expansion during the affordable care act. that's still being negotiated as well as those $800 vouchers for dental coverage, for medicare recipients. those are still part of the negotiations. and then the prescription drug pricing which is supposed to be hundreds of billions of dollars of revenue. that's something kyrsten sinema is opposed to. so there's still some big outstanding issues. i'm told they're getting much, much closer, but ultimately this bill is scaled back to ta $3.5 trillion mega bill to a 1.7 perhaps trillion. that top line number isn't even agreed to yet with a few democratic priorities like free universal p

joining me, nbc news' leigh ann caldwell and tia palmieri. ann, chuck schumer knows the buttons to push. why the victory lap with joe manchin right over his shoulder, how much more challenging might that make things? >> it could make things much more challenging, joe. senator schumer has wanted to do victory laps and republicans and democrats both said it perhaps was not the right time last night. and the reason it's so precarious right now is because senator schumer and president biden, they need senator manchin, and of course kyrsten sinema as well, to pass the president's agenda, something that's stuck in congress right now with his multitrillion dollar bill. it's especially important to keep manchin close because there was a meeting between sinema, a minority leader mitch mcconnell before this agreement on lifting the debt limit happened. we know mcconnell told his members behind closed doors that he's bringing this deal to schumer, this offer, i should say, to schumer, to give cover to senators manchin and sinema. they're the two most voc

. >>> joining us now, capitol hills correspondent leigh ann caldwell. thank you for being here.'s start with the virtual meetings the president had. tell us what was said, what was their reaction? >> good morning, jonathan. president biden said the number was most likely going to have to be between $1.9 trillion and $2.2 trillion because he thinks that's where he can get joe manchin and kyrsten sinema. we haven't heard we'll get support from joe manchin and we don't know where kyrsten sinema stands. that's the range he thinks is doable. i was told by sources on my call the president would support whatever number he was able to get, and so that's significant because while you have senator bernie sanders fighting the fight, we're still pushing for $3.5 trillion publicly, you have progressives in the house stalling on the infrastructure bill last week, playing very nice with the president saying they will do what he is able to do. also on that call, i'm told there was a lot of discussion about how this bill is going to be scaled back and that progressives want to keep all of the pr

leigh ann caldwell is on the hill, joining us is shannon pettypiece. you have nancy pelosi for now planning to vote tentatively on that $1 trillion infrastructure bill on wednesday. that's the roads and bridges bill that has bipartisan support. but to take that bill will regard a framework on the larger bill, manchin saying we could have that framework by the end of the week. we also have more details on what is in and what is out on that bill, and we still don't know how it will be paid for, although democrats are now talking about a new billionaires' tax. leigh ann, a lot of moving parts, right? we also learned joe manchin is point to go a sticky point when it comes to paid leave. talk about where we are now. >> reporter: these are the final parts of the negotiations and there are difficult negotiations still to be had, hallie. lights start with what senator manchin is wanting and where he is at this point. my sources tell me senator manchin isn't supportive of four weeks of paid leave. that was already in negotiation down from 12 weeks. he's also no

going straight to leigh ann caldwell on capitol hill, and without reporter and politico, and mcconnell blinked but calling the shots how it gets done. where do things stand this morning? >> reporter: good morning, steph. mcconnell and schumer are still negotiating and working out the details of this agreement that hopefully they will actually agree on. so what happened is that mcdonnell did blink, and the reason is, because democrats were seriously considering changing the filibuster. changing the senate rules that cover this place a long time and that's the closests they had become to getting rid of some aspects of the filibuster. so mcconnell stepped in and gave schumer two offers. those offers, one is a two-month extension of the debt limit to lift it for two months, and do it by reconciliation, through this budget process that democrats are still united they are not going to do. the other is that republicans would get out of the way, and democrats could pass lifting the debt limit through regular order if they put a number on it. a scary price tag how much the debt limit has to be

leigh ann caldwell has the latest from capitol hill. monica alba is at the white house for us.what point -- where are we in the process? it seems as if democrats want to methodically show that the republicans are not cooperating here. at what point do they have to start looking at the go it alone approach? i don't know how many times they need to learn this lesson, mitch mcconnell is impervious to these -- to sort of being shamed into doing this. ask justice merrick garland. oh, right. >> reporter: we're at the brink right now. there's a lot of decisions that democrats have to make. in about an hour and a half, there's going to be another vote, a procedural vote to move to the debt limit and, of course, that needs support of ten republicans, 60 senators, for it to pass. so now democrats, anyway, have been discussing for a while now, but it really came to a head yesterday during a closed door lunch, this idea of creating a very narrow carveout in the filibuster to allow them to lift or suspend the debt limit with just a simple majority. of course, we know that is a slippery slop

. >> joining me now, leigh ann caldwell. and also susan page and kimberly atkins. bring us up-to-date. apparently the committee is united behind that. >> the committee is united behind this and they will meet on tuesday where they will vote and likely refer that steve ban nongets criminal contempt charges. that would then go to the house of representatives for a full vote where once again it is expected to pass. and if it does pass, then it would go to the department of justice where the u.s. attorney for the district of columbia would take up the case. now, most people expect the u.s. attorney to in fact move forward with that prosecution. that is when steve ban noncould either be acquitted, he could be found guilty. if he is acquitted of course, he could appeal. but this -- something that is important to note is that while this criminal case proceeds as it is expected to, this does not mean that steve bannon will be forced to cooperate with the january 6 select committee. this is a totally different process and they can -- the ugs attorney cannot compel bannon to

. >> joining us now is leigh ann caldwell. and so the house convenes in about an hour from now, around 3:00 p.m., to vote to extend the nation's debt limit through early december. we've talked about how this is a short term fix. but the house speaker in her press conference today, she appeared to support a way to break this debt ceiling logjam moving forward. tell us about it. >> reporter: she did. she knows that this has become politically cumbersome for both parties. the fact that congress has to lift or suspend the debt limit every year or two and it becomes embroiled in partisan politics. what she said at a press conference, that there is an idea that has, quote, maris she said merit and that was putting it on the administration perhaps the treasury secretary to lift the debt limit and then congress has the ability to overrule or override that. that idea seems to be gaining traction. but the question is would it pass congress. because if that were to become the process, it would have to pass both bodies of congress and per

leeann caldwell on the hill and anna palmer and msnbc contributor. so, leigh ann, seems like in the last hour lots of developments and some of them significant. talk to us about them and the status update we just got from the speaker. >> yeah, hallie, these leaders and the president and the white house are working extremely hard to try to seal this deal. they're not there yet. but speaker pelosi promised this morning that she would give a status update to her members and we just got that status update in the form of a letter to her democratic colleagues. and she outlined some of the places where there have been challenges over the past few days, including on this issue of medicaid expansion for the 12 republican states that never expanded medicaid. she says there has been a lot of progress on that and they feel good where they are. in addition, she says that some of the climate propoproposals, of contention over those because of senator joe manchin says a lot of progress there, as well. she does say, though, that they're still fighting on this issue of paid family
